A few weeks back, a number of party representatives from the T4 and 6th parties gathered together in an attempt to come to some sort of consensus on how to run Unity elections in the future, as many people had become unhappy with the manner by which they been organized in the past. A consensus was indeed made, in the form of a formal document listing how Unity elections will proceed in the future. WTP Vice President, Talostastic, published a full copy of the charter here.
There are a few major changes to the Unity process, including the method that votes are counted, as well as the prerequisites that would allow the system to end. Previously, Unity elections counted votes by major parties, while using the 6th parties are a tie breaker block vote. Whoever would win the majority vote in a single T4 would win the endorsement of that party, and each T4 party was weighted equally.
Now, individual votes count more than ever, because instead of using the T4 system, each party has the ability to hold it’s own primary, and then pool the votes of each candidate between those parties to see who has obtained a majority of those votes. Each party is given the independence to host their primary in whichever manner that they choose, whether it be based on the forum, in the game, or some other method. Contact your party leaders to learn about which method your party uses if you’re not already aware.
The system will be moderated by a Unity Commissioner, who will be in charge of tallying the vote totals, as well as dealing with verification requests. The commissioner is chosen by 40% support of party presidents, and there can up to two total commissioners.
Finally, and probably the most satisfying tenet to a lot of people in the country, are the conditions that must be met in order for the unity process to end. There was a lot of talk about ending unity after the ATO last month, when we were able to take the AFA away from RGR. Unfortunately, we didn’t have the manpower to keep an additional PTO party from entering into the Top 5. If we were able to control the Top 5, then we would’ve been able to ensure that all of the slots were blocked, preventing any form of PTO CP run, and thus have technically feasible elections. This was, unfortunately, not within our power, and the AFA will be running another candidate this month. With about 30% of the total vote, they pose enough of a threat to prevent us from safely having mechanical CP elections, considering the fact that two or three similarly popular candidates could split the vote enough to allow the AFA’s 30%+ to win.
The conditions agreed upon for ending Unity Elections are twofold;
1. If the Top 5 is fully controlled by friendly party presidents
2. The PTO vote drops below a 20% CP vote, and 9 congressmen.

The reality of the situation is, Unity is not perfect. Nor is the mechanical method of holding CP elections. If you’re angry at that fact, and wish for the CP elections to end, then help fight against the AFA through the ATO. Support the recruitment drive, support your own party recruitment, and stay active within the community. Divided, the AFA can succeed against us, but together, we will always outnumber and outpower them.
At the beginning of the term, the Media department introduced the National Broadcasting System, which allowed for the government to have a direct line to the populace. This line was used throughout the month to spread governmental articles, WHPR reports, eNPR broadcasts, ATO information, and general points of interest. Over the course of the month, the threads dedicated to spreading this information not only became useful for spreading this information, but also discussing it. A number of groups involved in the project actually took to voicing their opinions over these matters, in generally civil and moderate ways. Creating that sort of scenario was quite a pleasant surprise to the department, because we honestly thought it would simply be more of a Pony Express sort of deal, only dealing in information.
Overall, the NBS has grown to about 120 citizens, with a few dozen still waiting to be added into the system itself. However, considering the fact that the NBS utilizes messaging threads to spread information, each new Secretary of Media has to restart the messaging threads. Thus, in the next week, each thread will begin anew from the new Department of Media, meaning, that if you haven’t yet decided to participate in the system, that this is the best possible time to do so.

This is blatant government propaganda defending the indefensible dictatorship of "Unity".
The Government had NOTHING to do with this. Literally, the top party presidents along with other representatives met without congressional or executive oversight and decided, on their own, on how to do this. You see monsters in every shadow, regardless though.

there is something extremely unsettling about this new unity process. There is presently only one credible candidate who has declared. The Party Presidents of the top 4 don't need an elaborate procedure to nominate Paul Proteus. So what gives?
It's a perfect test month of the procedure, since the outcome is already certain, but the process can be examined while in place without affecting the outcome in any way.

oh I understand all of that..... but you seem puzzled about why, if I understand this perfectly, if I am not at all confused, if I appreciate the motivations, good intentions, apparent benefit and benign nature of the exercise, why would it be troublesome, vexing and upsetting. Your puzzlement is its own answer.
Very briefly:
It is human nature to become attached to a solution which one has worked so hard to find, and so long to perfect. We become attached to the answer even when the question or the problem disappears. The answer takes on its own life, becomes entrenched and self justifying even though it is no longer the answer to any problem or question.
For this election, the problem has disapperared.
the Unity thing should be an extreme measure employed only in the event of extreme circumstances. It is now becoming routine.
And that is worrisome because other much less extreme expedients will be ignored - like finding ways to ensure that we get great leaders and UNIFYING policies instead of artificial UNIFYING processes.

Oh, I'm definitely attached to it, though I don't believe for a second that it's perfect.
Come the 7th, more changes will be proposed, worked on, incorporated. The low-stress, real world test for this month will be great for it moving forward.
And with the high level of exposure it's getting, there have already been some decent suggestions, and I'm sure more will flow in.
If we run into the same scenario next month (one legitimate candidate), there will likely be a vote to bypass the Primary process as unnecessary.

People will continue to offer improvements to the not needed solution. A low stress test will be great for moving forward with an extreme measure that should never be used when it is not absolutely needed. You're just as set against it as I am for it.
It's not that extreme of a measure, real world political parties have Primaries all the time. We've just unified our parties together to produce a single candidate to run against the PTO candidate.
I get the hate for the old Unity system, I get the hate for Unity in general, but the numbers bear out it's necessity.
The vote to bypass the Unity procedures will go much the same way as the vote to use them. "We gonna need Unity this month? Yes/No"
You are so set against it, you cannot hear well. Drop it, leave it, abandon it, stop! The problem exists, perhaps not this month, but it persists. Regardless of the outcome of the Unity primary, there will only be one candidate that garners the support of the T4 parties, so calm yourself.
The PTO will die one day, hopefully sooner rather than later, and we can all go back to backroom dealings and political favors being traded for endorsements, rather than letting the voices of the people be heard.

I am rarely agitated. Paul Proteus can be nominated by all PPs without difficulty. That would be straightforward and the community could congratulate itself. It would be a healthy point of departure. One need not hate UNITY to see that it is not appropriate this month. One need not hate UNITY to think it is an extreme measure, to be employed exceptionally. Ultimately, it is for the Party Presidents to decide how they will exercise their discretion. They have chosen this formalism, and have done so in good faith. That is worrisome. It is not fatal or outrageous. Simply be aware of the downside and avoid minimizing the problems.

It's only more complicated than the previous form and that's the only (minor) difference.
No where in the proposal does it say the vote has to be carried out in the meta-game. In fact, it very specifically says Parties can conduct whatever form of Primary they want.
Which means, if some party wanted to conduct their Primary via votes on an article or a PM-ballot, that's perfectly acceptable so long as it still meets the verification requirements.
Cut the crap, it can only be meta voting and only meta players will vote
