Bit of a srs bsns article today. As a lot of you will know, for the past four months I’ve been on a bit of a crusade to reform the way Congress has worked, and to make it a productive body. By no means has it been easy and by no means is it a finished job.

But what I would like to talk about as well is reforming the way that our executive functions, the way it interacts with congress and the public. I want to put forward a few new ideas about our Government and how we can get fresh blood in the eUK government.





For as long as I’ve been playing this game (just over two years) and for a long time before that, the way in which the eUK’s government functions has remained almost completely unchanged. The only significant change during my time has been the separation of the Ministry of Health (The NHS) from government control, which occured in late 2013. Since then, the five government ministries of Foreign Affairs, Defence, Finance, Home Affairs and Education have remained the same.

I would like to change that, primarily as a response to the declining active player base in the eUK, but also to make our government more efficient. Here’s what I suggest:

Merging the Ministry of Defence and the Ministry of Foreign Affairs into a single department. There is significant overlap between the two already, for example MoD Prios will be set generally based on FA information from the MoFA and CP. Under this new system, the setting of orders and relations with other countries would be overseen by a single minister(s) with responsibility. Rather than two separate ministries with separate staff, we will have a single larger pool of players with which to work with, improving communication and ensuring everyone is singing from the same hymn sheet.

Merging the MoHA and MoEd into a single department. For quite a long time now, the domestic side of our government has been a mess, with the MoHA unsure what its role actually is. Having two ministries to deal with domestic affairs is silly, one lead minister will do, with under ministers of education, information and entertainment- and a shared pool of deputies.

These changes will essentially split the government into two large ministries- one dealing with foreign affairs, and the other dealing with domestic affairs. This would, in my opinion, help to streamline the government and make it more efficient, and allow us to make better use of the manpower we have- rather than running ministries that were designed to be run by much larger numbers of people.

I would like to see the Minister of Finance’s role separated from the CP, and turned into an independent bookkeeper that will offer advice to congress and the CP on tax and other matters. The ‘Governor of the Bank of England’ would act as a go-between between the CP and Congress along the lines of the dictator; and will be a semi-permanent role in the same way.





One problem which has been correctly identified by some has been that the government doesn’t have enough fresh blood in it. It tends to be the same faces fulfilling the senior roles; in almost a democratic cabal. It’s been the way the eUK has been run for a very long time, with some of the cabals being less friendly and inclusive than others. This is something we address, and I propose we do it by targeting players in the eUK who do not ordinarily partake in government roles.

I’m not talking about recruiting an army of new players, it simply won’t happen- the game itself doesn’t have the capacity to recruit significant numbers of people. I’m talking about the dozens of good, decent eUKers that have been around the block in MUs or parties, but for whatever reason haven’t taken the step into senior ministerial roles.

I propose we try to address this by a comprehensive system of Apprenticeships. That is to say, we get people into ministerial PMs, learning the ropes and slowly taking over actual work until they can get to a position where they can take over first as deputy ministers, and then as full ministers. I have a fairly detailed plan for how this would work sketched out but I won’t go into it here as it’ll take up too much time.

I may well do another article focusing on some of my other ideas in the future but I’ll leave it there for this one. My focus for the next week or so is trying to get congress back on track after my inactivity of the past weeks. My activity should improve once we get into September.
