[UKPP] Policies

The following laws, procedures, party points of view were taken from our old party manifesto and until we convene another party conference upon completion of the coming PP elections - I consider these as our current party political goals.
If you have any disagreement with these or modifications you believe are needed or any points you would like to propose then please feel free to make your voice heard.
In-Game Laws
TAXES
The UKPP have shown they are in favour of sensible low domestic taxes (VAT & Income) while retaining high import tariffs on raw materials in order to favor domestic producers.
MINIMUM WAGE
The UKPP has no plans to increase the current minimum wage. The financial gains are marginal compared to the increased bureacracy it would create in the management of eUK social programs private and national. The Private sector worker can easily find a wage over the legal minimum wage and the commune worker can just as easily sell their donated supplies to fund their own personal advancement.
DONATIONS
The UKPP supports the donation from the treasury to national organisations except in instances where these funds are to be used to fund private MU's or non-inclusive social programs (application to participation not offered in-game)
NATURAL ENEMIES
No UKPP member shall vote or support an initiation of war unless the targeted nation is occupying native/coded eUK regions.
CITIZENSHIP
UKPP Congressmembers are free to decide on how they use their passes and are encouraged though not required to seek guidance from any sources they deem appropiate prior to granting citizenship. In the future the UKPP would like to see a reformed CS commitee (in co-operation with other parties). The commitee is to act as a counsel to the congressmember and not as his or her judge.
IMPEACHMENT
UKPP Congressmembers shall only impeach a CP if the CP is inactive, Stealing from the nation or they have requested an impeachment.
Community Affairs
Communications
Members are not restricted in anyway as to whom they wish to socialise with and they may freely use any means of communication they see fit. Having said that, the two most prevalent forms are Forums and IRC and UKPP has now fought for over a year to address issues and inconsistencies going back beyond the formation of the party therefore the UKPP is not adverse to exploring, in cooperation with other parties or groups of eUKers a more acceptable and less limiting choice then has been traditionally offered. To that end #UKPP is now an open channel at all times barring party conferences (where non-UKPPers are free to observe). The UKPP also recognises that any forum designated by eUK welcoming message as the 'national' forum may consider its claim to the 'national' title as valid.
MU's
WORKING IN THE NATIONAL GOVERNMENT
Any UKPP member is free to take a role in whatever system the political majority designate as 'government' but they do so as a private citizen, not as a member of the party. Acceptance of any position is not indicative of UKPP support for or influence in said government and the member is not asked or expected to promote a UKPP agenda in what is a eUK role.
Party Affairs
CONGRESS ELECTIONS
UKPP favours active players that wish to make a difference. We have no formal requirements for entering congress under a UKPP banner. It is the domain of the PP (party president) to organise the order of runners how he or she sees fit. Things such as being seen as active, willing and responsible will however guide the PP.
CP ELECTIONS
After the end of congressional elections, members may notify the PP of their desire to run for the CP position by Private Mail. In the event of multiple entries a ballot will be organised of party members listing the applicants and the option 'none of the above'.
The option with the highest number of votes shall become the CP representative of the party.
PP elections
Any member is free to put themselves forward for and campaign for the position of Party President.
In all cases the vote of the individual member at in-game elections is theirs to use as they wish and they are not obligated or required to follow any party or national whip.

You'll note I've left out MU's as whilst I don't believe we'll be starting one due to current MUs being awesome enough - I haven't ruled it out should there be a demand for it.
I've also neglected to mention the big TUP Vs Vendetta stuff that's going on as tbh I don't have strong feelings for either side or see them presenting any facts just conjecture and subpar slogans about immigrants and ebilness.
I therefore propose that we adopt a party policy of "who gives a damn" and leave it up to individual members about wheter they want to take sides in their dispute.
Question. For your Natural Enemies standpoint, is there an exception in the instance of training wars or allied actions?
I believe that once upon a time that section was;
"No UKPP member shall vote for or support an initiation of war unless the targeted nation is occupying native/coded eUK regions.
Congressmembers are however free to support any proposal for a training war or as part of an allied mission"
As the whole Sirius debate is still somewhat unsettled I'm not too sure on making any decisions on allied actions till after the PP elections and a party meeting.

With regards to the impeachment process, what if the actions of the CP are harmful to the best interests of the eUK whilst benefiting a small minority of individuals. Also, and this is my personal view here, CS passes should never go to citizens of countries that belong to current enemies of the eUK and should a congressman give one out then they should be blacklisted from standing again
Trouble is in defining an enemy nation.
In-game definition can be supplied by the NE law to identify a direct enemy.
Otherwise we have to come up with a catch-all for the meta-game situation;
1) Anyone not in Sirius is an enemy?
2) Only nations the Sirius SG DoW's are enemies?
3) Anyone who has attacked a member of Sirius is an enemy?
4) As above but includes those Sirius attacks?
5) Anyone involved in a war with an ally of a Sirius member?
6) Any nation sending fighters to a RW in say Norway an enemy?
7) If we suddenly switch allegiances and we have MU suppliers wanting to return from resource farming in what is now an enemy country.........Is this allowed?
Writing policy to cover the nuances of a situation are tricky and that's why I've always favored our initial policy of congressmembers using their judgement in a situation, learning from mistakes they have made (as we all have done) and bettering themselves.
It is the PPs job to point out the risks, the mistake and provide an avenue for improvement.
This also brings us into the question of "are we a Sirius nation?" i.e was the vote valid, fair, democratic and if so is that the process we should use in future alliance shifts?

Trouble is - who makes the decision to define a CP as harmful, defines what are intrests are and wheter the small minority deserve or require the benifit?
Say we elect a CP who decides to preside as a dictator with no input from anyone but his/her close friends (bad) but the result is a streamlined, more efficient and richer nation as a results?
Say they decide to benefit a small minority and that minority is new players via substantial grants to the NHS, upgrades for Trg grounds and so on?
Again this is a question of nuance and the policy as it stands is that (as we are unlikely to ever be 66% or even 50.1% of congress) we are not the appointed judges of the CP and therefore they cannot initiate an impeachment vote.
UKPP congressmembers are however free to vote their conscience or to defy a stupid impeachment or abstain if such a vote is initiated by someone else.
In all events........I or anyone else cannot access your profile or compel you to do other then you wish.
