无头鸡的联盟模块还是很有意义的

The Alliance feature is meaningful
标志着无头鸡开始插手联盟事务，将联盟事务纳入管辖系统内。
Admins began to envolve alliance issue.
联盟选举首领、邀请成员国、成员国内部表决，过去都是在系统外进行的。现在无头鸡正式设置了联盟模块，使得联盟的概念成为游戏的正式概念。
Before that, alliance issues are beyond the system. Now, admins made the alliance to be an official conception.

联盟的行为（更换领袖、接纳和开除成员国等）被公开在系统内（前提是各联盟是否真的使用这个官方模块）（目前似乎只有总统们可见这些在系统内投票的法律，最好也向平民开放），无头鸡也许还有后招、促使大家真正使用这个系统，比如联盟之间开放NE，出现“盟战”，敌对联盟成员国之间有新的NE加成，必然使大家都充分重视系统内联盟模块的作用，而不是将其作为摆设。
Behaviors of alliance will be published on Alliance homepage. Maybe admins will add some other features to help the Alliance to be an useful thing, like adding new damage bonus for Alliance-Natural-Enemy.

最重要的是：以前一个国家决定是否加入或者离开某个联盟，不见得在国内需要经历或者经历过被系统认可的66%投票率的民主程序（毕竟各国在系统外的国家论坛中建立的自身法律是不同的，而且还有一些被政治夺取的国家，这就使得某国在决定加入或离开某联盟的时候在其系统外国家论坛中的投票情况与在系统中的投票情况是不同的）。现在就需要这个公开的国会投票程序。
The most important thing is that now a country can only join alliance after the law passed in congress inside the system, not in forum outside .

对于被敌国夺取了议员席位的国家来说，可能会出现一种情况：其虽然在系统外的投票中加入了某联盟，但在系统内投票不过，于是无法享受系统内联盟的福利（如果有的话）。
For some unlucky PTOed countries, they never can join an alliance because of their dispute inside congress.

Alliances 联盟
Starting today（Day1931 ） we added in the game as an official feature: The Alliances
从Day1931开始，我们将“联盟”作为一种官方特色模块加入到游戏中。
The Alliance page can be found in Community -> Alliance
联盟页面可以在 Community－Alliance 找到
- If you are a citizen of a country that is in an alliance, you see will see the Alliance homepage 如果你是一个有联盟国家的公民，你会看到联盟主页。
- If you are a citizen of a country that is not in an alliance, if you click the Alliance page you will see the an Alliance ranking page, order by the number of country members如果你是一个无联盟国家的公民，你点击联盟主页，你会看到一个联盟排行页面，以国家数量排序

The Alliances and their country members was established after talking with the country presidents and the alliance leaders in order to determine in what alliance a country is.无头鸡通过跟联盟领袖和各国总统交谈，以了解哪个国家在哪个联盟内，以此建立起现在的联盟及成员国页面。

On the Alliance home page you can see the law proposal in pending (only if you are the alliance leader or country president member), law history, (only if you are the alliance leader or country president member), the country member list, a link to see more country member details and an alliance description (editable by the Alliance Leader, coming soon)

There are also another few options that the Alliance leader or Country presidents (part of the alliance) can decide on:

1) Propose a law to change the alliance leader
- The law can be started, seen or voted on the alliance homepage
- The law can be voted by all the country presidents from the alliances
- The law to change the leader can be proposed once every 7 days per every country member
- There can be only one law to change the leader in the same time
- An alliance leader can be proposed if he has the citizenship of one of the country members
- For this law to be considered accepted it needs 66% of the votes.
1）提出法案更换联盟领袖
这则法案可以在联盟主页上被开启、看到或者投票。这则法案可以被所有成员国总统投票。
这则更换联盟领袖的法案每个成员国每隔7天才能提案一次。同一时间只能有一则更换联盟领袖的法案。
只有当某人是成员国公民时，他才能被提案为联盟领袖。
2) Invite a country in alliance
- The Alliance leader can invite a new country from the country members page of the alliance
- The law can be voted by all the country presidents from the alliances on the alliance homepage
- For this law to be considered accepted it needs 66% of the votes.
- After the law is accepted, a second law will be sent to the congress of the invited country for the congress/country president to vote on
- For this law to be considered accepted it needs 66% of the votes.
2）邀请一个国家加入联盟
联盟领袖可以在成员国页面中邀请一个新的国家加入联盟。
这则法案可以由所有成员国总统参与投票
这则法案获得66%赞成票方可通过。
这则法案通过之后，系统会自动发送向被邀请国家的国会发送一条法案，让该国国会和总统参与投票，此法案亦需要获得66%赞成票方可通过。
3) Remove a country from alliance
- The Alliance leader can remove a country from the country members page of the alliance
- For this law to be considered accepted it needs 66% of the votes.
- The law can be voted by all the country presidents from the alliances on the alliance homepage (except the country president from the country that is proposed for removal)
3）从联盟中开除一个成员国
联盟领袖可以在联盟的成员国页面中开除出一个成员国。
这则法案获得66%赞成票方可通过。
除了被开除国家的总统之外，其他联盟成员国可以参加这则法案的投票。
4) Leave Alliance
- A Country president can decide to leave an alliance from the country members page
- If the president presses the “Leave alliance” button, a law will be sent to the congress of his country for be voted on
- For this law to be considered accepted it needs 66% of the votes.
4）离开联盟
一个成员国总统可以在成员国页面中决定离开联盟
如果一个总统点击“离开联盟”的按钮，系统会向该国国会自动发送一则法案以供投票。
这则法案需要获得66%赞成票方可通过。
PS:

- The Alliance (name and law) between two countries has been renamed to “Mutual Protection Pact”
- On the country page if a country is in an alliance, you will see the alliance name
PS：过去在两个国家之间建立的“联盟关系”（系统所使用的Alliance这个单词以及系统法案中使用的这个单词）已经被重新命名为“双边保护协定”（MPP）
在国家页面中，如果一个国家属于某个联盟，那么你会看到相应联盟的名称。
