I just came back from vacation, and i discovered it only now.
But I want to say: "Felicidades a Venezuela!"
In these times, when alliances expect their members to betray their old friends, and, even worse, in these times when countries launch pre-emptive wars against friends in order to appease their alliance, the courage of the Venezuelan Congress, a Congress of a small country, to remind of their friends, and to do not betray them, is admirable.
Long life to Venezuela! Long Life to Mexico!

En los tiempos que corren, en los que las alianzas esperan que sus miembros traicionen a sus viejos amigos, e incluso peor, en estos momentos en los que los países lanzan guerras preventivas contra sus amigos para satisfacer a sus alianzas, el coraje mostrado por el Congreso Venezolano, Congreso de un pequeño país, recordando a sus amigos, y sin traicionarles, es digno de admiración.

Venezuela and Spain only have 1 region that connect them to Mexico, and its the same for both. So Spain went on with the attack while Venzuela had to back down.

Believe me, man: You had to be there to know how it lived. Hence, so many mexicans consider broke the trust between both countries.
Tony, I really don't understand your reaction. I mean, "international friendship" is great. But what's the point of belonging to alliances if each country decides of its own wars according to bilateral friendships ? It's a bit odd to me.
they you don't belongt to an alliance, you're part of an alliance. alliances should be the tools of countries, not the countries tools of the alliances.
alliances hq are more elitarian than countriesw governments, the same people, sometime switching from one country to another, following their policy irrespectively of countries' historical friendship.

Ok but soooo... you don't answer the question "what's the point of being part of an alliance ?". Just having the nice advantages (having help when needed) without any disadvantages ?
If a country thinks as you say, to me there's no problem about it, I agree 100% with that point of view, but then it should get out of any alliance and proclaims its neutrality in order to fight according to its own principles (and friendship). Otherwise, it's a kind of hypocrisy.

hq should listen to their member countries, and act accordingly. it's a struggle of power.
unfortunately sometime they act on their own, and countries must clearly state their priorities.
alliances should be bottom->up, not top->down.
I understood your "bottom-up" thing. But that's theory. In practical, with fighting alliances counting 15 countries (CoT) and 19 countries (TWO), the "bottom-up" is just not realistic at all. Each tactical move possible made by any alliance will hurt some countries friendship. It's just not possible to apply that nice theory.
Alliances must be the tools of the countries, you're right. But an alliance tactic canno't fit to 100% of its members, impossible. So if the countries start looking at their friendship when asked to fight, it's the end of the alliance...
