[Structure] Council of Elders

Today we shall announce the first steps to structuring an administration in ePakistan. To get an idea of what we aim to do, you must understand that governments change but the administration must stay constant and stable. Governments make strategic decisions, administration executes them.
The first step to it is the announcement of the so called 'Council of Elders'. I am starting this thread to discuss and debate, the merits, principals, functioning, powers and responsibilities of such a council. I will open the debate by introducing the base structure.
FORMATION:
The initial formation of the council will be done by the current administration. This would obviously as a start include only well known, trusted and tested individuals.
INCLUSION:
Any future inclusion of a new member into the council will need to be done by a minimum of 70% vote on the council. In other words, any individual oppossed by 31% of the council cannot/will not be included.
An individual may be considered for inclusion to the council if his inclusion is supported by a significant number of citizens of ePakistan.
EXCLUSION:
An existing member of a council may be excluded if a case of misconduct is brought up against him. The case can be brought forward by a council member or a citizen who shall act as prosecution. The case will be heard by the council and the member can be excluded if at least 70% of the council vote for it.
RESPONSIBILITIES & POWERS:
-The council will be responsible for maintaining political order in the country. They shall hence preside to resolve any political conflict and majority judgement will be binding.
-The council will seek to finalize a single candidate for Presidency each term by the 1st of each month. The purpose of this is to minimize the possibility of a PTO. The finalized candidate shall be announced on 2nd of each month as the official candidate and one having the support of the council. Others candidates will not be pressurized of stopped from participating the elections.
-The council will seek to finalize 10 exact candidates for each congress term by the 20th of each month. The purpose of this is to minimize the possibility of a PTO. The finalized candidates shall be announced on 21st of each month as official candidates and having support of the council
-The council and will vote and debate on high level strategic issues.
-The council will seek to act as a guardian of public resources and will convene on matters of audit and accountability.
-The council will seek to draft out legislation leading to a constitutional document that may be voted on by the congress and agreed/signed by a President.
LIMITATIONS:
-The council will intervene in normal functioning of state, and shall not seek to dictate the President in matters of state. Its intervention shall be limited to cases of corruption of gross misconduct.

Will the Council be working outside the party system?
of course it will. The council is meant to balance the obvious flaws in the in the Party system.
I don't know Maveriq or Ahsan Shabaz but all of you guys are the backbone of Pakistan. Great move Mr. President.
I think one other aspect the council should look at is the economic growth, we have a lot of cash sitting in Pakistan so it should be up to the council to develop a structure to spread that wealth to the new players.
I also think that the council should manage all the main communication points, IRC channels, Facebook, twitter and website.

1. Both Ahsan and Maveriq are largely inactive, but still very core and old members of the community
2. Economic module has now shrunk to a very simplistic model now. Not much can be done to that affect. The usage of money and economic structure however, are not the mandate of the council. That will be left to the president and his finance ministry. Rest assured that plans are all ready chalked out and awaiting right moment.
3. Again, the council's mandate is to provide political stability and harmony. Communication channels are an operational subject and can be handled by anyone new or old. Too many channels may also be counter productive. We already have IRC, and a website is on our agenda once resources are available.
Thing is, one government introduces this system and the next abolishes it like what happened after raao's term. Anyways, good luck : )
I doubt functioning of this council. For example there is no measures which it can possibly take to nullify any counterfeit attempt.

My remarks: PTO can be nullified by a single party system in country. All e-Pakistani should be asked to join it and vote in party elections.

@Anni; What happened in raao's term was operations, rather than a defined system. A system by definition is not dependent on the government. In fact it is a cross government entity that enables the government to form and function. The system can only be abolished by the people that form its parts. The problem is not in willingness of lack of it on the government side, but the inability of the people and community to recognize, support, evolve and live a system.

What about Policy. There is a problem with it. What do you mean when you say system?
In RL we have three pillars (and a mini pillar). Legislators, Government, Justice. Legislators are there to set rules, government is there to to implement those rules and act withing those rules and justice is the referee (and media is there to do commentary.

Legislator of game govt and judges are administrators of game. At country level govt have only few rules and functions to play.. I don't know wat system you are talking about and how do you wish to undertake it?

When you presented this idea in national meeting and Ahsan presented this system in our constitution even then I was against this one postulate and had said it I still repeat it that CoE must choose 2 candidates for presidential elections. Then we conduct alternate elections at forums to decide 1 candidate and that candidate would be endorsed by CoE. This process won't take more than 15 extra minutes to conduct as compared to the other process. Just an opinion.
Second if we see that there is no possibility of PTO we can also allow the 2nd candidate to run for president though we endorse the first guy just in case we have to impeach the first one.
Although the members of CoE are trusted and all still just in case power actually corrupts I would llike to see another limit. CoE will choose the 10 candidates but with a limit that 5 should be fully trusted, active and experienced guys. 3 must be rather less experienced but trusted guys. [continued]
While 2 must be new guys though after assurance that they aren't multis of some one inside or outside Pakistan.
There is also a suggestion for a bit of extension in powers of CoE. Which would be the power to initiate the impeachment of a president not just on the grounds of gross misconduct but also inactivity. The process could be same as that for gross misconduct. This would also be to ensure that what annihilator mentioned above doesn't happen.
@av khan : Purposing 2 candidates defeats the purpose. The purpose is to create unity in election. Why? because the total number of genuine voters is around 50. If the number of voters went up to around 200 we can will review the process, but in the present scenario we have to adapt. Having said that, everyone is still free to participate in the actual elections. All we are saying is that one person will be announced as an official candidate, you are always free to vote or not vote for him.

@av khan: To your 2nd point. Keeping a 2nd candidate to cover a resignation is a good idea, but I fear we cannot afford that luxury in 50 voters. But I definitely endorse it and would like to see it in play once the number of voters increase.
The power of CoE is only limited to announcing support. Rest all can candidate as they like if they disagree. I don't want to set quotas because I am against them in principle. Quotas are the enemy of merit. However we trust that the CoE will make (cont.)
or use good judgement when endorsing a candidate (president or congress).
You are thinking of CoE as a controlling body, where as it is more of a power group or think tank. Its power exists only in the amount of respect it commands. If it makes unwise judgements it will loose respect and hence power.
Furthermore, it also not a selection committee. It is not supposed to pick up candidates and push them into offices. Instead for example, if you wanted to become the next president (cont.)
you can approach the council and present your case. You might have more than one competitors and the council can through internal vote decide who makes a better case. Same for congress.
In a very chaotic an informal way, we are already doing this. I did a sample of this before Bozli's term where an internal discussion took place on who to support before we went to election. The reason is the same, unify opinion before election day and avoid a PTO
To your third suggestion. I don't think impeachment is a game option any more. Even if it was, allowing CoE to make that decision would mean interference in operations. This is not what we want. The congress is already their for this purpose and it should be the job of Head of Congress to initiate such a move on grounds of inactivity or corruption.
The exclusion clause I put in my article are for members of the Council itself NOT the president or congressmen.

@Abdul Rehman Iqbal, we choose the candidate by his worth and activity, his performance and his level of understanding with mates. How we can measure it is so simple and I dont think even this we have to mention. And if some one wants to oppose and wants to support any other candidate, off course he can as democracy is our will. But that would be great if he presents his opinion to CoE to prevent the Consequences. and if they will reject the opinion, (cont.)

As dodial mentioned all about the role of the structure and system, I personally don't think that I have to explain all again. If yet there is any confusion, don't hesitate to ask me or any of us.
I think Annihilator10 deserves a chance here hes a loyal Pakistani. on second note i am very angry with ahsan, sycron & all the other players who suddenly turn inactive and leave there accounts for dead.. i can understand if they are busy in RL . show up once a month it will keep your account alive you wont have to start from scratch again.

Excellent desicion, honestly, he's one of the few -- in Pakistan's whole history -- to have only Pakistan's interests at heart, and not his own. A self-less, great individual.
Also, this seems to be more so a Senate, which is kinda nice! Do you guys want me to draft you a constitution?

@ abdul rehman iqbal. CoE is there to nominate a unified candidate. If some1 wants to run for presidency, they are most welcome to do so, no1 will stop them. CoE wont endorse them obviously. CoE is more like a group of experienced ppl trying to give a direct;ion to pakistani ppl. No1 is telling u to follow them. U can just play the game using the game rules and do what u want.
