Hi. I am Prince Terence I, your Party President and I am looking for some aspiring members of our Party to run for Congress. Are you ready to serve our country? Legislate some laws? Debate on certain issues? Create ideas that will benefit the future of the Philippines?
If you are ready, then I would like to ask you to join our official election line-ups for Luzon, Visayas, Palawan and Mindanao for the Congress Election.
How? Simple. Just click on your name, just below your avatar. Then, after that click Philippines for the Filipinos located on your Profile Page. That will direct you to our Party Page. Then, look for submit candidacy. Then your done!

Is this the centralized party, or I mean guild for Filipinos here in Erepublik?
Actually, even if you're not "ready", but are active and willing to participate in forum discussion on a regular basis, I would encourage you to consider running for Congress. We need more active people there.
JOEMAYA, the Philippines for the Filipinos (PFF) is not "the centralized party", but, rather, it is one of several political parties (or as you say, "guilds") operating in the Philippines.
It is the oldest functioning party in the country. Although, I have never been a member of the PFF, my party (the Filipino Progressive Movement or FPM (the second oldest party)) share a rich history together.

Technically, the other two parties are older than the FPM. The names are just different.

er... actually, the CPP, the KMP and the FPM are the original parties back when the Philippines was just starting...
PFF was only added when the Bunaly fiasco became public...

Technically, but neither theoretically nor practically.
The FPM is not the Filipino Green Party, neither is the CPP the Nationalist People's Coalition.
The KMP is NOT Partido Nacionalista (or even, much later, the abominable, Secta del Guru Varnish).
The present-day parties are no longer identifiable with their predecessors, the earliest of which were all PTO parties.
The only party today that has inherited the essence of its precursor is the PFF which is essentially indistinguishable from the People Power Party.
But you should join the FPM because we are full of awesome 😛
and the PFF, too... because we are full of awesome. square.
