Commonwealth Agreement

Chapter I: Purposes and Principles

By signing the Commonwealth Agreement, France, Germany, Ireland and Portugal acknowledge the good relations that bind their countries together and hereby commit to bringing them to an official level.
This strategic partnership is the culmination of a long period of respect and mutual help, being signed on the basis of cooperation and friendship between good friends.

We, the countries that signed the Commonwealth Agreement, wish to continue to increase this level cooperation and friendship between our peoples, working as well to ensure peace and to protect the sovereignty of each of our countries.

DISCLAIMER: While this treaty aims at strengthening these bonds, we do not seek, nor do we wish to attain the organization level of an alliance. Rather, this treaty is to be regarded as an agreement between good neighbours and another proof of the strong bonds between TERRAN and EDEN countries.

Article 1: Territorial Integrity
By signing the Commonwealth Agreement, France, Germany, Ireland and Portugal hereby swear to respect each other’s territorial, along with political integrity and will not interfere on such decisions. These countries also agree on the following points:

1. We agree that the southern part of the British Isles is to be considered French territory with Londres (formerly referred to as “London”) as its political center and will work to ensure that peace will be kept on this region.
2. We acknowledge Germany’s political union with Denmark and will respect it along with German wishes. Any unilateral declaration concerning this issue will not be accepted.
3. We recognize the eIrish Republic as the only rightful owner of the Island of Ireland, along with all of its provinces. This includes the province of “Northern Ireland”. We will work to ensure that no region in this island is placed under foreign occupation.
4. We agree that the territory of former Venezuela is to be referred to as the “Portuguese Colony of New Cabinda” (Português: Nova Cabinda), with Caracas as its political center, and will work to ensure that peace will be kept on this region.

Article 2: Pact of Non-Aggression
Under the Commonwealth Agreement, these countries agree to sign a permanent Pact of Non-Aggression that will continue to last as long as this treaty is valid. This pact lays its foundation on the following points:

1. France, Germany, Ireland and Portugal hereby swear not to declare war on each other. Obvious exceptions for this rule are any Region Swaps and Training Wars, decided by bilateral agreements.
2. No country shall provide any kind of help (be it military, economic or diplomatic) to any country currently at war with any of these nations. This includes the deployment of troops, signing of MPPs or donation of funds to enemy nations.
3. Any PTO attempts (even those non-affiliated with any governments) against any of the other countries, are to be fiercely condemned and fought against.
4. Economic relations are not to be hindered by Trade Embargoes.

Chapter II: Mutual Protection and Cooperation

Article 1: Military Protection
Under this agreement, France, Germany, Ireland and Portugal will guarantee the independence of each other and ensure that it is kept, not only in territorial but also in political terms.

1. Mutual Protection Pacts are to be signed and constantly renewed between these nations as needed.
2. With its members being part of two strong, sovereign alliances, the Commonwealth will leave any military issues and strategy to the tutelage and will of EDEN and TERRA.
3. In the case that one of these countries is wiped or loses the majority of their resources, at the request of their President, their army will be able to migrate their companies into any member of this Treaty, so as to use their bonuses to continue the war effort. While enjoying their hosts hospitality, these armies will be forbidden to interfere on political affairs.

Article 2: Political Protection
In the case that one of these countries is under threat of an enemy Political Take-Over, at the request of this country’s President, the other ones will be expected to:

1. Attend a strategic summit, concerning the organization of Anti Political Take-Over efforts.
2. Publicly denounce the said PTO to raise awareness.
3. Organize a joint task-force with members of all other three nations, which will travel to the threatened country and act according to the Anti Take-Over objectives, leaving as soon as the immediate danger is over. The constitution of this force will bear in mind the gravity of the PTO threat, along with what each country is able to provide.

Article 3: Social and Diplomatic cooperation

Always respecting the individual interests of TERRA and EDEN, the countries who are under this Treaty agree to:

1. Share any information which can threaten the safety of these nations.
2. Defend these countries’ interests inside EDEN and TERRA
3. Promote contact between their peoples’, by organizing monthly games between citizens. This task will be the responsibility of each Government, who is expected to convene in a summit called by the Treaty’s Chairman to discuss the nature of these competitions.

Chapter III: Concerning the Treaty’s Organization

Under the Commonwealth Agreement, each country has equal rights, regardless of population size and military strength. While we do not seek to have the weight of a military alliance (such issues will be left for EDEN and TERRA), we recognize the importance of having proper organization. So, to represent the Commonwealth’s members and to organize summits and joint efforts:

1. Starting on February 2012, a Chairman will be elected every 7th day of every month.
2. This Chairman will be a candidate, proposed by individual country presidents and decided in a summit through a suffrage. Those eligible to vote on this suffrage are the four Presidents (or other representatives of the country), along with the current Chairman itself.
3. To ensure rotation of responsibilities, the new Chairman’s nationality cannot be the same as the previous one’s.
4. After being elected, this Chairman is expected to

a) Publish an article in English concerning the new chairmanship

b) Publish any articles concerning new changes, as deemed necessary

c) Organize meetings and discussions about any important issues that arise.

d) Organize the summit that will elect the next chairman.

e) Contact representatives from each country concerning Chapter II, Article 3, Line 3.
5. The Chairman acts merely as a representative and organizer of the treaty, bearing no political weight or influence. All decisions are to be taken in summits through voting. These must be unanimously accepted by the country’s representatives in order to take effect.

Chapter IV: Concerning the flexibility of the treaty

This treaty is based on the interests of each of signing countries at a certain point in time. Any signing country can call for an update of the agreement whenever it is judged necessary. Each modification has to be accepted by all parties in order to take effect. Should these negotiations fail and the said country is unable to make its update proposal approved, it may leave the treaty by simple notification to the chairman.

En signant le traité du Commonwealth, la France, l’Allemagne, l’Irlande et le Portugal reconnaissent la grande amilité qui unit ces pays et lui confère un titre officiel.
Ce partenariat stratégique est une étape supplémentaire franchie dans cette amitié.

Nous, les pays signataires du présent traité voulont continuer à améliorer la coopération et l’amitié entre nos citoyens, et travailler au mieux pour préserver la paix et protéger la souveraineté de nos Etats respectifs.

IMPORTANT: Ce traité a pour but de renforcer nos liens, nous ne cherchons et ne voulons pas créer une nouvelle alliance organisée. En vérité, ce traité doit être vu comme un accord entre de bons voisins et comme une nouvelle preuve des liens solides qui unissent les membres de Terra et d’Eden.

Article 1: Intégrité territoriale
En signant le traité du Commonwealth, la France, l’Allemagne, l’Irlande et le Portugal, les pays signataires jurent de respecter l’intégrité territoriale de chaque membre et n’interféreront pas dans les affaires d’un autre pays signataire. Ces pays respecteront également les points suivants :

1. Nous reconnaissons que la partie Sud des Iles Britanniques est considérée comme une partie du territoire français avec Londres et garantissons la paix dans cette région.
2. Nous reconnaissons l’union politique de l’Allemagne avec le Danemark et promettons de respecter les choix allemands. Aucune déclaration unilatérale concernant ce fait ne peut être acceptée.
3. Nous reconnaissons également l’Irlande comme le seul et légitime possesseur de l’Ile d’Irlande et de toutes les régions qui s’y trouvent. Cela comprend la région “Northern Ireland”. Nous travaillerons à ce qu’aucune des régions sur cette île ne tombe aux mains d’une autre nation.
4. Nous reconnaissons, enfin, que le territoire de l’ancien Venezuela est désormais appelé “Portuguese Colony of New Cabinda”. Ce territoire comprend Caracas et nous travaillerons à ce que la paix soit conservée dans cette région.

Article 2: Pacte de Non-Agression
Les pays signataires s’engagent à signer et à renouveler perpétuellement un MPP jusqu’à que ce traité soit annulé. Ce pacte s’appuie sur les points suivants :
1. La France, l’Allemagne, l’Irlande et le Portugal jurent de ne pas se déclarer la guerre. Les exceptions sont bien entendu les swaps de régions et les training wars qui devront être acceptés bilatéralement.
2. Aucun des pays signataires ne devra apporter une aide (qu’elle soit économique, militaire ou diplomatique) à un pays engagé dans une guerre contre un des pays membres. Cela inclut le déploiement de troupes, la signature de MPP ou le don de monnaie à un ennemi.
3. Toutes les tentatives de PTO contre un pays membre devront être fermement comdamnées et tous les moyens devront être mis en oeuvre pour l’éviter.
4. Les Trade Embargoes entre pays signataires ne sont pas tolérés.

Chapitre II: Protection mutuelle et coopération

Article 1: Protection Militaire
De par cet accord, la France, l’Allemagne, l’Irlande et le Portugal garantiront leur indépendance mutuelle et s’assureront qu’elle le restera, pas seulement en termes territoriaux mais aussi en termes poltiques.

1. Les MPP devront être signés et constamment renouvelés entre ces nations comme nécessaire.
2. Du fait que ses membres font partie de deux alliances puissantes et souveraines, le Commonwealth abandonnera tout problème militaire ou stratégique à la tutelle et à la volonté d’EDEN et TERRA.
3. Dans le cas où l’un de ces pays serait rasé ou perdrait la majorité de ses ressources, à la demande de son Président, son armée pourra migrer ses compagnies vers n’importe quel membre de ce Traité, afin d’utiliser ses bonus et de continuer l’effort de guerre. Pendant qu’elles profiteront de l’hospitalité de leurs hôtes, ces armées ne pourront pas interférer dans les affaires politiques locales.

Article 2: Protection Politique
Dans le cas où l’un de ces pays serait sous la menace d’un PTO ennemi, à la demande du Président de ce pays, les autres membres auront pour devoir de :

1. Assister une réunion stratégique concernant l’organisation d’un plan anti-PTO.
2. Dénoncer publiquement ledit PTO pour éveiller les consciences.
3. Organiser avec les membres des trois autres nations une unité d’action conjointe qui se déplacera vers le pays menacé et agira selon les objectifs anti-PTO, quittant ledit pays dès que le danger immédiat aura disparu. La constitution de cette force gardera à l’esprit la gravité de la menace PTO, avec ce que chaque pays est en mesure de fournir.

Article 3: Coopération sociale et diplomatique

Tout en respectant les intérêts individuels de TERRA et EDEN, les pays signataires de ce Traité s’engagent à :

1. Partager toute information qui pourrait menacer la sécurité de ces nations
2. Défendre les intérêts de ces pays à l’intérieur d’EDEN et TERRA
3. Promouvoir les contacts entre leurs peuples par l’organisation de jeux mensuels entre leurs citoyens. Cette tâche sera à la responsabilité de chaque Gouvernement et devra être abordée dans un sommet organisé par le Président (Chairman) du Traité pour discuter de la nature de ces compétitions.

Chapitre III: De l’organisation du traité

Chaque pays a les mêmes droits, peu importe la taille de sa population ou sa force militaire. Bien que nous ne cherchions pas à avoir le poids d’une alliance militaire (ces problèmes sont laissés aux soins d’Eden et de Terra), nous reconnaissons l’importance d’avoir notre propre organisation. Pour représenter les membres du Commonwealth, organiser des meetings et joindre nos affaires, nous avons décidé que :

1. Dès février 2012, un Président (Chairman) sera élu le 7 de chaque mois.
2. Ce Président sera un candidat proposé par un président d’un des pays signataires. Il sera choisi à un meeting à l’issue d’un vote. Les seules personnes ayant le droit de voter sont les quatre Présidents (ou l’un de leur représentant) ainsi que le Président (Chairman) dont le mandat arrive à terme.
3. Pour assurer un renouvellement constant, le nouveau Président ne devra pas avoir la même nationalité que le précédent.
4. Après avoir été élu, ce Président devra :

a) Publier un article en anglais présentant la nouvelle présidence

b) Publier des articles concernant les changements au sein du traité

c) Organiser des meetings et des discussions à propos de tout problème important qui se pose.

d) Organiser le meeting durant lequel sera élu le président suivant.

e) Contacter les représentants de chacun des pays concernant le Chapitre II, Article 3, ligne 3.
5. Le Président agit seulement en tant que représentant et organisateur du traité, il ne pèse aucun poids politique et n’a aucune influence.Toutes les décisions doivent être prises à l’issue d’un vote. Elles doivent être acceptées à l’unanimité par les représentants de chacun des pays afin de prendre effet.

Chapitre IV: De la flexibilité du traité

Ce traité est basé sur la volonté de chaque pays signataire à un certain moment. N’importe quel membre peut demander une modification du traité s’il le juge nécessaire. Chaque modification doit être approuvée par toutes les parties avant de prendre effet. Si les négociations n’aboutissent pas et que ledit pays n’arrive pas à reformuler sa modification de manière à ce qu’elle soit acceptée par tous, il peut alors se retirer du traité par simple notification au président.

Commentaire

Ce traité n'empiète pas sur le terrain des alliances Terra et Eden, il définit une coopération locale entre nos pays ayant des intérêts communs. Pour l'Allemagne le Portugal et la France il vient recréer le lien qui existait avec le traité de Strasbourg, dissous avec l'éloignement de l’Angleterre.

Certains ont contesté l'utilité d'un tel accord, à l'interieur de nos alliances, et le fait que ce traité arrive en toute fin de mandat.
Mais si nous avons des amitiés dans ce monde en guerre pourquoi de pas les officaliser, et donner un peu d'organisation pour une forme d'entraide? D'autre part le traité est suffisamment flexible pour pouvoir être adapté selon nos besoins respectifs et nos différentes politiques du moment, alors utilisons-le comme un outil de coopération!
