[Presidents Desk] Announcement of Alliance Referendum

Dear Fellow Countrymen and the People of India,
The future that we carve for ourselves is always dependent on the choices we make. We are who we chose to be and it is this choice that will determine our course of action in the New World and lay the foundations for the generations to come. It is now time for us to assert our destiny and make our stand.
I had mentioned in my Manifesto about the intention to hold a Referendum on joining the Circle of Trust (CoT) alliance. In this article I will explain the background of how we have arrived at the current state of affairs and the road ahead for us.
Background
As you all are aware 2 months back we made a choice to leave the GEA/EDEN alliance. After our decision to leave the alliance, we declared neutrality. However, this declaration was followed by an attack by Croatia. It was during this war that our long standing brothers and friends Bulgaria came to our aid. It was with their support and the support from many other nations sympathetic to our cause we put a strong fight in the war against Croatia. Since the end of the war we have been aligned towards CoT. As we see currently EDEN no longer stands for the brotherhood it once was and recently many of the member nations have decided to leave EDEN.
The Road Ahead
The government has been working on ascertaining our future alliance and it is now time for us to take a step further towards joining an alliance. I intend to hold an Open National Referendum for joining CoT. I will be covering the reasons for or against joining CoT and the impact on India in a separate article.
Referendum
Time
The Referendum will begin on Feb 19 / Day 1918 and will last for 48 hours i.e end of Feb 20 / Day 1919.
Procedure
1. To ensure a democratic process the Referendum will be held as an Open Vote
2. Citizens will be voting under the Referendum article by specifying their option
3. Everyone who has voted will be contacted to confirm their vote by one of the people counting after the 48 hours for voting have expired.
4. A confirmation will be needed within 48 hours of the end of the voting for the vote to become valid.
5. Votes from citizens not meeting the Eligibility criteria for Voting will be discarded
6. The names of the counters will be informed along with the Referendum article
Eligibility for Voting
1. Only accounts registered 15 days before the date of the Referendum (Feb 19 / Day 191
😎can vote (Registered on or before Feb 4 / Day 1903)
2. Voting is limited to citizens having achieved atleast Level 23 and atleast 200 strength
3. Only accounts holding Indian CS before the date of announcing the Referendum (holding CS as on Feb 17 / Day 1916) can vote
With this article and announcement, I want invite the citizens of India to express their views and opinions on the subject through the media.
This is your moment and your time to be heard and say what you want to see India become and/or convince anyone of your view on things.
This is what a democratic choice is all about, so take this opportunity and make the most of it. If you do not it means you either agree with what the majority decides or do not care enough in the first place, so get active, start writing and let’s see those articles flood the media module!!

I would like to applaud the President on the decision to hold the referendum. Having said that, on account of democratic freedom, I am slightly discouraged by the voting eligibility criteria. For example - let's take the Level 23 imposition. I love my country, wish for it to succeed and hope to contribute to her future, however I am not permitted to vote in the election as I am 20, below the 23 Level.
I ask on the government, our elected representatives to rethink, broaden the base of the electorate and in doing so, truly ensure the election is free, fair and the will of eIndian people.

The reason is simple, multiple accounts are unfortunately an everyday occurrence in the game and as such are usually exploited until level 20-22 and 150-200 strength.
The reason being that level 20 is easy to achieve even on the first day and 150 strength to allo the use of bazookas. Thus multies for harvesting gold and battle multies in each case.
The game is without end, it is one of accumulation in all senses of the ord, resources, contacts and experience. Don't fill left out, you're not and you'll have plenty of opportunities ahead of you to help shape the future of India if you wish it so.
That is exactly the reason. And I think it justified.

I accept that the reason behind the voting criteria is the difficult issue of multiple accounts. I believe the issue is not with having the voting criteria but instead what is in it. I wish to challenge the exact criteria chosen. For example, if the reason for level 23 is that it is "easy to achieve even on the first day" that issue is negated for with the rule that states that one should have been a member at least for 15 days. There is no reason it seems, why a passionate eIndian, can't vote in her nations referendum being 20 level.
The 15 days is put so that people with the ability to make an educated decision have the right to vote, much like in RL where there is a low end limitation of 16-18 in most countries.
The game mechanics are such that players who are active and involved would inevitably reach level 23 within 15 days and so this rule should not effect them.
Still all rules have their exceptions, however rules are designed to encompass as many as posible with the clear understanding that no rule can encompass all.
Your point as valid as it may be, will have to be adressed for the future and you'll have the opportunity to lead the change if you wish it so.
