[NHS] Update

Hello Peoples,

We started a new scheme on the 10th of October which basically compensates the persons food usage. Bohemond ~~forced~~ asked me to take the NHS down this route. Iain Keers thought up the plan. The premise of the plan is to reward citizens per health that they use, so for every 1 exp they gain, we give them 10 health.

If they gain 1 exp, we give them
5 Q1
2.5 Q2
1.6 Q3
1.25 Q4
1 Q5
.83 Q6
.5 Q7

Donations
We have had some generous sponsors who have supplied the NHS for a better part of the term. I would like to thank all those who have donated to us. But, we still need some help to fund the program. If you would like to donate, you can either send food to me or alan if my storage is full.

Donation Change
We will be changing our donation schedule from every day, to 1-2 times a week to make it easier on our wonderful suppliers.

The sooner the eNHS is taken away from politics the better.

I will just say that there's simpler and more efficient ways than this... There needs to be balance between redtape and productivity.

Once or twice per week will be harmful to retention efforts, should have been avoidable with the changes made...

We are most likely to change it to 3-4 times a week so that our suppliers will be able to find some time every other day to complete their given area. Plus, with this extra time, we will be able to build up a program to help guide the newer citizens through their first couple of day in this confusing new place.

I still don't see why anyone should be compensated at the rate of 100%. This gives no incentive to develop their own production capabilities. Maybe for the very newest players (up to L12 say). This will give them a bit of backup for the next stage when they are compensated according to their damage as previously done.

Note that as we are rewarding an experience gain that now we do not have to supply every night. but the longer we leave it the more we have to give when we do!

We should supply now at least twice a week (probably 4 times a week).
