[New Era] How we are changing - Stage Three: Congress and Citizenship

In my last article link, I signed off by advising New Era of some proposed changes to how New Era selects its Congressmen and what it expects of them.

Here, I hope to flesh out those proposed changes and detail them.





New Era Congressmen

Congressmen's behaviour reflects not only on themselves but also on their party. I want New Era Congressmen to be Ambassadors for the Party.

We've had some great Congressmen in the past but we've had some duff ones too. We've also had newer citizens becoming Congressmen who were unfamiliar with the role and uncertain as to what is required.

So, going forward, I propose a basic Code of Conduct for New Era Congressmen which will help guide them whilst in Congress and also lay down some simple rules for citizenship acceptance procedure.

Firstly on conduct, I propose the following oath is taken by potential congressmen:

I will serve the eUK faithfully as a member of Congress and will be loyal to the eUK.

I will follow New Era's Citizenship Procedure (until such time that the eUK Government agrees a Citizenship procedure for all eUK Congressmen)

Loyalty to the eUK and to New Era will always be put before loyalities of friendship or loyalties to a MU, past or present.


Moreover, I also propose that more weight be given to potential Congressmen's applications if that Congressman is willing to register on the eUK forums or has already done so.

Given that asking congressmen to register on the eUK forums and follow New Era's new Citizenship Procedure may be controversial to some, this proposal is to be put to a vote (see below).




New Era's Citizenship Application Procedure

Many have tried. Many have failed.

However, Citizenship Application Procedure (CAP) remains an issue that has never quite been resolved within this party nor within the eUK as a whole.

The situation in the eUK at the moment is currently this : we don't have a Citizenship Procedure.

There was some badly drafted legisation which was never voted in, and some better drafted legislation that was voted out but for the moment the status quo is what it is.

As a party I think it's time we did more than just lobby for a better, fairer and more transparent Citizenship Application Procedure - it's time that we practised what we preach and put our money where our mouth is.

As such, and further to New Era's Congressional Oath above, I also propose that New Era adopts its own CAP in order to show the eUK how it's done properly.



I propose the following:-


1) CAP within New Era will be dealt with on a gdoc accessible to all

2) No New Era Congressman should accept a citizen to the eUK without checking the gdoc

3) The gdoc will contain 4 pieces of info:

i) the applicant's name and profile link
ii) description / info in support of application
iii) Authorised by Government (tick box)
iv) Authorised by PP of New Era (tick box)

4) If an applicants name isn't on the gdoc yet then that Congressman fills out the details and waits for a decision before accepting

5) If an applicant asks a congressmen for citizenship directly (e.g. via pm), the congressmen should tell the applicant that he will write his name and any other info on the gdoc and wait for a response

6) Any congressman can accept an applicant that has been authorised on the gdoc even if another congressman proposed the applicant

7) Only full Ministers of Government (no deputies) or the serving PP of New Era can authorise a Citizenship request

8 ) If a congressman is unsure about an application the best thing to do is ask first rather than just accept an applicant

9) The PP will check the gdoc regularly and will operate a single warning policy - i.e. one mistake is generally OK but if a Congressman repeats an application violation s/he may be placed last in next month's congress list



The above application procedure is meant to be a temporary measure until the eUK Government and Congress agree on what to do about the issue nationally.

Clause iv) is a protection against unfairness and bias but relies on the good judgement of the serving New Era PP. It means that in rare circumstances the Government may say no but the PP may say yes. That clause, however, will only be used of course with the above Congressional Oath in mind.

I certainly won't just impose this on New Era.

As such, I call a vote on both of the above proposals.

D - No to both
