[MoNC] Second Tutorial video

Everyone else is doing it so I might as well too. I'm probably going to get into a fair bit of strife from The Psych0 for not making this article govermenty enough looking for his taste but oh well.

It looks like I am in charge of the Ministry of New Citizens again.

The main reason I am posting this article wasn't to let everyone know that I was the MoNC again but I have uploaded another youtube video.
Also if anyone is interested in helping out the MoNC in some sort of capacity let me know and also think of jobs that you can do yourself so I don't have to. 😛
