[MoFA] Training War Agreement between eUkraine & eHungary

Starting from the day 4234 of the New World the training war between eUkraine and eHungary will be established.

Rules of the agreement:

1. Training War will be held in the following regions: Subcarpathia, Galacia and Lodomeria and Bukovina
It is a classic type of TW
2. eHungary wins direct battles (except cases agreed by both sides).
3. eUkraine wins RWs (except cases agreed by both sides).
4. eHungary must return taxes from eukrainian regions to eUkraine every month.
