[MoFA]Norway Rules - The Viking Constitution

Greeting Prosperity to all People around the world, this is a Viking Constitution (Norway Rules)

Every norwegian citizen shall be subject to this rule, this rules proposed by Taulen and approved by the congress of the Norwegian on 1 September 2015.

This is a final amandement from the old constitution that made in 05 July 2012.

Norwegian Constitution

Chapter 1 - Congress Member

Congress members are elected by the people in an in game election.

1.1 General Congress Rules
1. All members of congress have a responsibility to represent the will, interest and welfare of the citizens of eNorway in eNorways executive body, the congress
2. All members of congress have a responsibility to participate in congress discussions on http://www.erepublik.no.
3. All members of congress also have the responsibility to act to preserve eNorway's national security and sovereignty.
4. Congress members can not approve citizenships alone. All applications must go via the Minister of Immigration according to the current guidelines.
5. It is illegal for any members of congress to buy votes or accept bribes.
6. It is considered treason to distribute confidential information from Congress Internal Affairs to other parties without permission.
7. If in doubt about anything, consult with members of Congress.

1.2 - Country Wipe
1. If the country is wiped and cannot hold Congress elections, the Congress from the previous month will continue to function as the working Congress for one term.
2. In the case 1.2.1 exceeds one term, the 5 larges parties should name two representatives each which will together form a National Council with the same function and authorization as an elected Congress.

1.3 - Dictatorship
1. In case of friendly Dictatorship the Congress will choose a dictator to lead, this will be done with a 48hour public discussion, and a 24 hour Congress vote if possible, in extraordinary cases this can be expedited with a 24hour Congressional combined discussion and vote.
2. A case that can count as an extraordinary case will be, but is not limited to, threat of hostile dictatorship.
3. If the country is under a dictatorship, the Congress will continue to function as the working Congress with votes on the forum as normal.
4. Any citizen of eNorway can create a topic for discussion of changing the dictator.


Chapter 3 - Law Proposals

1. All proposals requires at least a 24 hour discussion and a 24 hour vote before it can be proposed in game.
2. MPP renewal can which can be cast as a direct vote in-game.
3. New MPP's require 24 hour voting without discussion unless the country proposed is outside our alliance.


Chapter 4 - CS Applications

It is the job of the MoI to research the cs-applicants, and present the application to Congress who will vote for approval.

Chapter 5 - Confidential Information

All discussions and related information are considered confidential unless posted in the public Congress forum or in game media.

Chapter 6 - Political approval

Any player whom receives Citizenship in eNorway needs to apply for politcal approval before taking part in any political activities, such as, but not limited to, creating parties, running for congress, running for Party President and running for Country President.
This should be requested by the player himself on the forum, normally requests from citizens with less than 2 months of citizenship of eNorway should be ignored. After receiving the request the public will have 24 hours to discuss the approval, afterwards the Congress will have a 24 hour vote.
1. The player will request political approval on the forum
2. The public will discuss for 24 hours
3. The Congress will vote for 24 hours


Chapter 7 - Penalties

If a citizen member violates any of the rules above the following penalties may apply

7.1 - Penalties for Chapter 3 violations
1. Violation of 3.1:
First violation: Reprimanded
Second, or higher, violation: Requested to resign

2. Violation of 3.2:
First violation: Reprimanded
Second, or higher, violation: Requested to resign

3. In the case Congress raises extreme concern regarding violation of 3.1 or 3.2, article 6.4 can be applied.
7.2 - Penalties for Chapter 4 violations
1. First violation: Request to resign as Congress member.
2. Second, or higher, violation: Blacklist for 3 months

7.3 - Penalties for Chapter 5 violations
1. First violation: Request to resign as Congress member and blacklisted for 2 full terms
2. Second, or higher: Blacklist of 6 months

7.4 - Penalties for Chapter 6 violations
1. First violation: Reminded of our rules, and the application process extended by 1 month
2. Second, or higher: Blacklist of 3 months
7.5 - Blacklist
If a citizen is punished and added to the Blacklist, the following may apply
1. Before each congress election someone from the Government or Congress will announce in medias not to vote for this candidate, with evidence.
2. A member can be blacklisted for a limited time or permanently.
3. Should a blacklisted member leave the country, he is not given citizenship back until the blacklist is lifted.

7.6 - Extenuating circumstances
Any indecent behavior or rule violation not specifically defined in this document will be up to Congress to determine penalty.
(PS. This rule also applies if someone are to be permanently banned for National Treason, and such!)
