The Employers Initiative
After hosting an Economy Summit thread in PMs, in-game articles and on the forums we tossed around many ideas. Claudio came to me with some enhancements to my ideas and we collaborated on some ideas.
We come to you today, with a plan that has been refined to be successful and get the money into the hands of as many South Africans as possible in a responsible manner.
Currently the Global Economy is bad. South Africa's Marketplace is also dismal. Playing around with taxes really doesn't accomplish much if the demand isn't there. "Price Fixing" is a decent idea, but it relies too much on the honor system. Which has been proven not to work.
The government has some money, but "Donating It" doesn't seem like a responsible way to use it. It doesn't help the economy, nor does it maximize the potential profits with this money. Many will accept the money with no problem, but investing it wisely is the number one problem.
Conversely, we have a lot of citizens with Factories that are not being used since weapon sales aren't what they used to be. This seems like a waste and it's sad to see all these factories sitting idly by with no uses. We need to find a way to make the top factories actually profitable.
With this program. The owners of each company will register with the government that they are interested in participating. They will then have the wages of their workers subsidized in either branch of the Employers Initiative Program they qualify for.
Here are the branches, with detailed information and qualifications:

Qualification:
- Be a Citizen of the Republic of eSouth Africa
- Own a Weapons Factory Quality Level 5 or higher

A registered employer under this branch will be required to take on 5 SOUTH AFRICAN employees. We can not raise minimum wages for risk of citizens outside the country being interested in stealing our jobs. However, after employment, the Registered employer raises the South African's Salary to 30 ZAR per day.
Amount of Wage Subsidized per Worker: 20 ZAR
Employers in this branch will be encouraged to enter into an agreement with the government to buy their weapons at listed prices.

- Be a Citizen of the Republic of eSouth Africa

A registered employer under this branch will be required to take on a MINIMUM of 5 eSOUTH AFRICAN employees. We can not raise minimum wages for risk of citizens outside the country being interested in stealing our jobs. However, after employment, the Registered employer raises the South African's Salary to 30 ZAR per day.
Amount of Wage Subsidized per Worker: 20 ZAR
Raw Material producing Employers in this branch will be encouraged to enter into agreements with CusCus Employers to buy their raw materials at listed prices.
A registered Employer will be required to take a snapshot of his or her workers 7 day presence found in:
My Places --> Manage Employees
This will then be submitted to the Ministry of Finance via PM, in-game or on forum(s) as an image link from an image hosting website of the Employer's choice (recommende

The snapshot will be required to show:
- Employer Name
- eRepublic Day
Number of employees
- Employees' names (for verification purposes)
- Employees' salaries
All perceived personal information is encouraged to be edited out.
An Example of a work presence snapshot
Subsidy Payout
Subsidy payout to Employers will be done every Tuesday. These payments will be calculated according to the Employer's worker's 7 day presence.
e.g.
Registered Employee employs 6 workers. They have a 7 day work presence.
Amount of Subsidy Payout = Number of Workers * Subsidized Amount * (Days Worked By all Workers / 7)
Which in this case = 6 Workers x 20 Zar Subsidized per Worker x ( (7+7+7+7+7+7) / 7 )
Which is = 120 Zar x 7
= 840 Zar
Please Note:
- ANY ATTEMPT TO DOCTOR A 7 DAY WORKER'S PRESENCE WILL LEAD TO IMMEDIATE EXPULSION FROM THE PROGRAM FOR THE EMPLOYER
- ITS THE DUTY OF EVERY WORKER TO ASK THEIR EMPLOYER IF THEY ARE REGISTERED IN THE PROGRAM AND THEREFORE MONITOR THEIR WAGES TO MAKE SURE THEY ARE NOT DECREASED TO BELOW 30 ZAR. WORKERS ARE ENCOURAGED TO TAKE SNAPSHOT OF ANY VIOLATIONS AND SEND THEM TO THE MINISTRY OF FINANCE.

Here is a concern you don't really explain, where does the extra 10 ZAR a day per employee come from?

So you admit to knowing that the reason weapons factories are standing idle is because of poor demand. You decry that, and then proceed to pump money into producing weapons to help make the demand worse? Is the goal to put everyone who doesn't have an idle factory out of business too?
Fail one, fail all?
Try buying weapons at a fixed inflated prices. That makes working factories profitable. Ignore all the offers that underbid, and be South Africa's very own buying bot. Too easy or do you prefer the admin?
I like this idea. We could shut down the government communes, shift those workers into certified South African companies who would then sell their goods to the government at a fixed, contract price to then be distributed to the military.
