[MoF] Start BYS-program

Dear eBelgian Citizens,
I'm proud to announce that the BYS programm has finally started. I have been appointed by our Minister of Finance to supervise to BYS- and BYS+ programms.
If you want to apply for BYS, please follow the steps below and read through the law in order to see the requirements.
For BYS-:
1) Make a topic with as name 'BYS- Name', for example 'BYS- NLSP' on our national forums
2) Proof that you have the necessary buildings (for example by showing a screenshot or proving through a link with eGov your daily strength increase)
3) every week post your strength and add a link to your eGov page
=> this way you will earn the equivalent of 0.19 gold/day (38 BEF) or 1.33 gold/week (266 BEF)
For BYS+:
1) Make a topic with as name 'BYS+ Name', for example 'BYS+ NLSP' on our national forums
2) Proof that you have the necessary buildings (for example by showing a screenshot or proving through a link with eGov your daily strength increase)
3) Make sure that the BNA-commander does a statement about doing at least 80hits/day according BNA-orders
4) every week post your strength and add a link to your eGov page
=> this way you will earn the equivalent of 0.3 gold/day (60 BEF) or 2.1 gold/week (420 BEF)
Overview of the law:
😉Boost Your Strength
Every eBelgian citizen above level 25 is allowed to request BYS.
There are two possibilities that are mutually exclusive:
*BYS-
The citizen has at least 'Q4 Weights Room' and 'Q2 Climbing Centre', and trains daily in both of them. Therefore the citizen receives the gold cost for 'Climbing Centre Training'
*BYS+
The citizen is a member of BNA and has at least 'Q4 Weights Room', 'Q4 Climbing Centre', and 'Q3 Special Forces Centre. He/she trains daily in all three of them and does a minimum of 80 hits a day according the orders of the BNA. If these conditions are met, he/she will receive a subsidy of 0.3 gold.
The government will assign a manager to keep track of the program and check if the participants in the program follow the requirements. The manager is allowed to determine a procedure for applying and may exclude citizens that don't follow the requirements.
😉General Rules
Citizens who haven't been eBelgian in the last 14 days are excluded from all eBSP, with exception of the Citizen Pack program.
People who are convicted for stealing and/or abusing a state program are permanently excluded from all programs, unless otherwise specified by the SC.
The managers of each program are responsible for requesting the budget they need from the government.
The managers of each specific program are allowed to enforce global restrictions.
Unless explicitly mentioned, the goods or funds that are transferred may be replaced by other goods/funds with an equivalent value.
The MoF may, for budgetary reasons, decide to pause eBSP once per CP-term. This pause will be valid for a maximum of 10 days. It is not possible for him to pause only selected programs from eBSP. If a longer pause or removal of a program is needed, it must be approved by a majority vote of Congress.

That is untrue, and besides this, every citizen is allowed to take part in this.

I dare say i'm against BYS+ because it only targets div4 players hitting everyday while it doesn't include soldiers which are strenghtenning in lower divisions but still fight when it is REALLY needed.
Moreover its cost is damn too high and with that money we could just help players to get their training centers level 4. And with all training centers at levle 4 it costs you only 6.5 golds / month to train. So it would be cheaper.
Plus: ofc i'll use it as it exists and i'm greedy?
I agree that the condition "make 80 hits/day according to BNA" should be removed, or at least for lower divs.
so you want the reward but will not do the effort? why do we need BYS- then?
Depending on personal choices, level of strength and amount of rank points, it can still be interesting for lower divisions to fight harder, to have a higher rank and therefore a higher damage.
Yes, div3 fighters that want to stay as long as possible in div3 has issues with the 80 hits/day, on the other hand (s)he can get more BH's in div3 than in div4...
Life is full with choices and everyone has to make them. Both trying to stay in div3 as trying to get the highest damage output as fast as possible are valid choices and from the many program's eBe has/had, BYS+ is not aimed on the div3 player that want to stays in div3 as long as possible. However, (s)he can benefit from other opportunities that the eBe state presents to its citizens!
the "effort" is lowering the cost of advanced training. BYS- is for those who only upgraded their first two Training Grounds. Forcing lower divs to deal more than their DO is an advantage for nor the country who may reinforce the player but will him to D4 without exploiting the advantage the program gives him to dominate D3. Nor for the citizen for who BYS+ is costing them more than they are gaining zwith the current conditions. Waste of potential.
Furthermore it is completely irrelevant to claim that D4 soldiers are doing more "efforts". They are asked to deal more hits: they are supplied for it and they do not care about experience gain as they are already in the highest division. What you call "effort" is merely click the button afew times more, not more.
We don't need neither bys- neither bys+. If eveyone would get all TC level 4 it would cost nothng to train. So ... just spend the money wisely: buy TC.
if div4 effort is just clicking the button some times more, well than you do not know anything about div4, in div3 I earned 10 times more , a div3 does not need help at all, in div4 you had to invest continues to get somewhere, it is not because you become div4 you have it all, far from that, the game just begins at that level

Yeah, you kind of contradict yourself, you say that D4 is hard and therefore D3 players shouldn't be helped as much as possible in preparing themselves to it... because they don't "deserve" it?
The eBe treasury can bear this cost and this is just 1 program of many other programs. Indeed, BYS+ is not for newbies who started yesterday, but they can be more motivated now to reach this, knowing that they can join this program. The idea is that the eBe state tries with many programs help out everyone facing the difficulties from a broken economy.
Furthermore, the eBe state offers all its citizens support to upgrade their training center. Anyone who doesn't understand (parts) of any program (BYS, Citizen Packs, Loans, ...) may always contact the MoF, who can and will explain when you are eligible and what steps you further need to take.
A good newbie is one newbie staying the longest in div1/2 while streghtening. 80 hits / day is just bad management.
The TC restriction is even too low. You should only be agreed in BYS whe,n you get all your TC level 4. If not, just take a loan. It's free and you'd be elligible for BYS straight away.
With BYS- and BYS+ restrictions eBE is encourraging people to keep their bad TC settings. The only two settings you should have is RW4/CC4 and all 4. People can take loans to get all4 and be elected for BYS+. Special force 3 is just a joke.
Eventually, with all TC level 4 it only costs you 6.5 golds / month (approximatively). So with your worker medal it's 1.5 golds.
Not all programs should be focussed on newbies and newbies alone. And it should be clear that BYS+ isn't aimed for the 1 month old new player. eBe has different programs/subsidies/ways of support and all together they form a comprehensive package. If you can think of an additional program, make a topic on the forum and I will be among the first to check it out and support it if it is sensible.
The reason why the TC restriction is not all on full maximum, is that people need gold to buy it, should wait for an discounted TC, and when taking a big loan, they also need some days to transfer it to their account. It is unreasonable to expect all people to take in their first month of this game, a loan to buy all their TC and upgrade them all to Q4...
Nevertheless, if their tc is not at max, they won't make money through BYS+ therefore they'll lose money, tehrefore it'll be harder to get tc4.

Yet again a fine example of idiocy and eBelgium's ruling greed class going hand in hand.
