[MoF] Raws reform, import taxes, more

On day 1269, a major reform of the game rules took place. While it was announced that changes would happen, the exact new game rules weren't published. Only a leaked document provided some guidance and it too was quickly deleted. But we saved a copy here.
Bear in mind that even the info on that document is not accurate, but it's better than nothing.

Raws are now FRM and WRM, the only raws needed for respectively food and weapons production. The prices for raws companies are different: a basic raws production facility for instance costs not 150 but 500 CC (country currency). With the same skill and the same region bonuses, the same worker will produce 15 WRM in an Iron mine and 100 WRM in a Rubber factory. It's clear that Rubber company owners will earn the most on sales of their produce. We do not recommend anyone to invest in less than the 35 gold raws companies. Only Deer and Rubber companies are still relatively profitable with falling raws prices and increasing salaries. For instance, a lvl 11 employee will produce 230 WRM (100 base, 20% region bonus, 110% skill bonus). In Poland the same setup will generate a 100% region bonus, so 310 WRM - their production cost is 23/31 of ours, or 74.2%. On FRM (where we have 2 resources, or 40% bonus), numbers are 25/31 or 80.6%. At a net sales price of 0.15 BEF/WRM, a skill 11 worker will still generate 34.5 BEF, which is the maximum gross salary he could earn without the employer making a loss.

Health modifiers seem to have disappeared. It looks like the employees' health level doesn't affect his production anymore...

Now on import taxes - we currently have 99% IT on raws and 1% on FP. This setup is a leftover from a war-time decision a month and a half ago, we need to update it. You can follow and influence the debate here.

Country finances are OK in our opinion. Shall we think about reserving BEF for RW's?
