Due to our current stituation (We are neutral), the best way to show this to the outside is to offer our citizens two possibilities to fight. One for our Friends and ex-Allies of CoT and one for TWO.
The priority is decided on the Campaign Points, in this case, Indonesia is far behind with the Campaign Points so it gets the Medium Priority.
As Slovenia is leading against Austria with a decent advantage, it gets the Low Priority Status.
