**Important Announcement Regarding The Salvation Army**

Greetings, my name is LordRahl2
First off this is my first article. I apologize in advance for any technical shortcomings.
Purpose:
The purpose of this article is to announce my selection as Director for The Salvation Army. This is a role I undertake with modesty and even some anxiety. To be the head of a Government Agency requires humility, accountability, perseverance, and a lot of work. Volunteers give freely of themselves and ask nothing in return. I only hope that I am up to the task of managing and leading this organization. Most of all, I hope that our collective efforts will be successful. The eUS needs to improve its retention rate over the long term to stay competitive.
Volunteers:
The Salvation Army needs more Volunteers. Your help now will determine the strength of the Country tomorrow. Please help if you can. Even very small commitments of time will go a long way. We have an ongoing need for a generalized volunteer who can adaptively provide limited mentoring skills, use messaging tools, and/or track some data. If you think that you can provide even some help in these areas please send me a PM. We will not be successful without you.
Please, do not think that you need to have significant experience in order to help. When I started mass messaging, I did not even know the mechanics behind moving from one state to another.
I will be conferring with the other Department Heads and Jude Connors while the Department of the Interior works through the specific distribution of responsibilities. I will publish updates in this paper as soon as we identify critical positions.
Now if you are asking yourself "why should I volunteer?" then maybe this will help:
Whatever is decided in the great hospital debate, I believe that the people themselves need to be reached. It is a sense of purpose, belonging, and some level of fun that will help new players stay engaged. This Nation has a wonderful community on the forums, and on IRC. This is the true strength of the eUS. Using every method at our disposal to retain new players will strengthen our economy and improve our military strength.
Currently, The Salvation Army is nearing the end of its first full sweep of the Wasteland.
The results, although not complete, point towards success. As Maxx Johnson can confirm, the vast majority of people in the wasteland will never log in again.
This fact highlights the need to get to these new players as soon as possible
My History:
I started playing eRepublic again near the end of WWIII after an aborted failure at the start of the war. I believe my first fight was in Alaska. About two months ago while still having extremely low experience and knowledge I started lurking on the eUS forums. I continue to lurk (mostly) to this day.
Through the Lib IRC, I got linked into a very small part of Operation Eagle Drop which messaged the entire “active” population in the Wasteland. This wetted my appetite for more.
After Operation Eagle Drop I found a topic entitled "The Wasteland Commission" by Daniel Dodge. I volunteered and have been working diligently ever since.
To improve performance and to eliminate overlap The Salvation Army absorbed the Wasteland Commission Volunteers. I have worked hard to maintain the press through the Wasteland and give every player a chance to respond. I have personally messaged over 3,700 players and offered some guidance to about 150 and moving tickets and food to more.
I would like to thank system101 for assisting me in the technical drafting of this article. Without his help it would look far worse than it does now.

If you want to help retention, you will do better helping these guys than writing and reading articles, I promise you.

Community Development Program is messaging newbies, so if you just do one complete sweep of the Wasteland that should be enough, in combination with what CDP is doing.

All the guys at The Salvation Army have been working hard, but Lord Rahl has gone above and beyond any call of duty. It was without question that he be named the NEW Director of this great program. This program is my vision and I trust Lord Rahl to make it happen!
I'm becoming more and more convinced that the campaign to move citizens to fortress states primarily serves the interests of the political machines that allocate congressional seats, set up blocking candidates and in general impede the growth of democracy and civil society in eUSA. As the prevalence and threat of war recedes, this is becoming ever more clear. Many citizens in these states are mute, but they are alive and many have jobs, working and surviving successfully. This is not to refute the factual claim of system0101 that you have a 50% attrition rate coming out of the blocks. That seems to be true - it is also irrelevant. The question is what you can do on the margins to improve player activity and survival. There is more than one way to play this game, and so the "my way or oblivion" approach is fatally flawed. You should eliminate the term "wasteland" from your lexicon and ideological repertoire.
If you really just wanted to help players, that is what you would do. No strings attached.

Well...there are no strings attached, we do not charge these citizens anything for our services, we do not ask them to do anything after they have moved (other than telling them how to fight/heal) and no one is "punished" for choosing to stay in the Wasteland.
You say they are working and surviving successfully, how is that so? A citizen not living in a fortress state is generally either a) slowly losing wellness or b) quickly losing wellness or c) spending vast sums of USD to buy Q5 bread and keep wellness up. These folks can not afford to fight as that would drain their wellness, so they a) level up much more slowly and b) are not helping to defend their country.
If their wellness is not near 100, they are not likely to stay employed at one place long, I see that you live in Virginia and have near 100 wellness. I commend you for that and would be interested to hear how you maintain that.
Unless you can explain how this strategy serves the political machine and impedes democracy, I don't see your point. After read through some of your recent articles, I also suggest that you take some time to consider how you view this game, as many real life ideas and procedures are not present here (for example, calling the incumbent in Virginia a carpetbagger)

He flies to a Hospital region every so often and fights MULTIPLE TIMES in certain battles. If he was such a pacifist, he'd only fight once and regain his health.
At best he is a hypocrite and a demagogue. At worst he is trying to poison our nation with rhetoric that HE HIMSELF doesn't even follow.
