[HoC] - Congress Rules and Updates

The Congress Elections is now finally over and the response from eIndia has been great. A total of 206 active (ROFL) citizens voted and chose the 40 candidates to represent as Congressmen.

First of all, let me clear out how the elections are carried out. India has a total of 16 regions and can have 40 members in the Congress. The top 2 candidates from each region get selected in the the 1st phase. Hence, 16*2 = 32 candidates are selected in this phase.


What about the remaining 8 candidates. Well, they are referred to as 'Wildcards'. The top 8 candidates across India who cannot qualify in 1st phase are wildcard entries in the Congress. Wildcards are chosen from the entire India irrespective of the region they are contesting from. It must be noted that there is no difference in the powers of Wildcard entries and regular entries.





Now to start things off, I request all Congress members to Sign-in the post in the forum. Those who don't have access to view this post should contact me and you will be granted access immediately.













Some Basic yet important rules of Congress :




1. Be Active in Forum and IRC :

Activity is the primary requirement of a Congress member. Make sure to check back the Forum and be online in the IRC channel at least once a day.







The access to Congress sub-section in the forum is being sorted out. Those who have not yet got the access can PM me or Maverick. The members are required to create, vote and discuss on topics posted there.





2. Managing Proposals :

Making proposals is one of the greatest powers of Congress. Unfortunately, it's misused by many who don't understand them. Every Congress member is allowed to Make 2 proposals each month. Every proposal must first be discussed in the forums for 48 hours and then only it should be proposed. Donation Proposals to Central Bank of India need no discussion. After a law has been proposed, the Congress should vote on that law accordingly. You should always consult experienced players if you are unsure on whether to vote 'Yes' or 'No'.











3. Citizenship Passes :


Congress members can grant Citizenship to citizen belonging to other countries. This power is Highly critical and under no Circumstances, the congress members should use this power unless the Ministry of Immigration or the Country President informs you to grant a specific person. This term, each Congress member will have 1 CS pass, so use them judiciously.









4. Rajya Sabha and Lok Sabha Concept :

The Political Section in the forums (also known as the Lok and Rajya Sabha) can be accessed by only 2 member groups i.e Lok Sabha Members and Rajya Sabha members. All the current Congressmen form the Lok Sabha whereas the Members who are active and have a political position in the Govt but are not in Congress constitute the Rajya Sabha. These members can access the Lok and Rajya sabha topic in the forum and are required to discuss and post on any political topics in that section.
