Après une petite pause, je suis heureux de vous offrir un nouveau numéro de Bloc Notes. J'espère qu'il vous plaira, malgré une partie où j'ai décidé de prendre position, au sujet d'une éventuelle adhésion de la France à Phoenix.

J'en profite également pour souhaiter la bienvenue à tous ces nouveaux joueurs en eFrance.J'espère que vous vous intègrerez vite, n'hésitez surtout pas à participer sur notre forum, à vous présenter, et surtout, si vous vous sentez une fibre journalistique, lancez vous ! Nous avons besoin d'une presse forte dans notre pays.

Le dilemne : Rejoindre PHOENIX... Ou pas ?

L'un des principaux débat qui anime la presse française actuellement est celui de rejoindre PHOENIX ou non. Rappellons que, de facto, nous sommes alliés à PHOENIX puisque nous nous battons à leur côté pour la libération de la France. L'armée française participe également de temps à autres à certaines missions dans des pays étrangers pour les soutenir. Seulement, l'eFrance n'est pas membre de PHOENIX, et ce pour plusieurs raisons.

Pour expliquer cela, il faut remonter à l'époque d'Octobre/Novembre 2009. A ce moment, l'alliance Peace GC, qui regroupait alors la France, l'Italie, et la majorité des pays de PHOENIX est en crise : l'opération visant à conquérir les USA est finalement un échec, et la majorité des possessions de Peace sur ce continent retournent à leur possesseur originel. Dans ce contexte, la France, par le biais de sa présidente Lyne Faynel, commence à contester la chaîne de commandement de Peace, qui serait gangrenée par un copinage permanent et donnerait la réalité du pouvoir à la seule Hongrie. Le fait est qu'à l'époque, cela a entraîné une véritable rupture entre notre pays et les plus forts pays de Peace GC. En conséquence de cela, lorsque Peace GC s'effondra, ces derniers se regroupèrent au sein d'une nouvelle alliance, PHOENIX, et ce sans la France.

De cette rupture découle l'invasion de la France par EDEN, et notre défaite. Dès lors, nos relations qui sont au plus bas avec les pays de PHOENIX commencent à s'améliorer. D'abord avec l'Allemagne, qui partage notre sort d'infortune, et surtout avec la Russie et la Serbie, qui continuent à témoigner de l'amitié à la France. Le mandat de Melkion amènera aussi l'eFrance a développer des relations privilégiées avec le Royaume-Uni.

La situation actuelle prête à la confusion. Nous avons le choix entre réaffirmer notre engagement dans l'Entente, et nous investir au sein de celle ci pour en faire une véritable puissance, ou bien demander notre entrée dans PHOENIX. Nous devons en tout cas mettre fin à l'attentisme actuel à ce sujet. Il faut prendre une décision.

Notre guerre continuelle avec EDEN et notre puissance relative sont autant d'arguments naturels à ce que nous rejoignons PHOENIX. Mais évidemment des obstacles continuent à se poser au travers d'un tel chemin. D'abord, est ce que la dispute qui a généré notre rupture est réellement de l'histoire ancienne ? A ce sujet, des doutes persistent sur son origine. Si l'on sait qu'il y avait des problèmes avec la gouvernance de Peace GC, n'auraient ils pas pu être réglés d'une manière plus pacifique ? Il est permis de la supposer, puisque des désaccords d'un ordre plus personnel peuvent être à l'origine de cette mésentente. L'hégémonie des gros pays que l'on a reproché à l'époque à Peace GC est d'autre part moins marquée : bien que les même noms reviennent souvent, des anglais ou des allemands possèdent des postes importants dans l'administration de PHOENIX. Les Français pourraient s'y faire une place grâce à certaines personnalités déjà intégrées. Ce souci de gouvernance semble donc être réglé.

Il existe également un certain ressentimment au sein de PHOENIX à notre égard. Il est surtout visible en Hongrie, où notre "trahison" a été très mal perçue et continue d'alimenter la colère locale. Cependant, le temps a contribué, heureusement, à adoucir ce sentiment. D'autre part, les pays qui continuent à ne pas vraiment "nous aimer" sont conscients que nous pourrions être un apport intéressant à l'alliance. Notre entrée dans PHOENIX pourrait donc se faire sans trop de problèmes.

Reste le problème de l'Entente. D'un point de vue strictement pratique, il serait facile de nous placer au sein de cette alliance en tant que "Associate member", ce qui nous autoriserait à rejoindre PHOENIX tout en ne nous dégageant pas de nos obligations envers les pays qui nous soutiennent depuis maintenant plusieurs mois. Mais tout n'est pas aussi simple et une bonne partie de nos citoyens continuent à penser que l'Entente pourrait être une véritable 3ième voie dans l'eMonde.

Je ne partage pas ce sentiment, n'oublions pas que l'Entente est avant tout une alliance défensive. Elle n'a pas vocation à lancer de grandes campagnes militaires. Or, nous le savons tous, beaucoup d'entre nous aspirent à une eFrance puissante participant à de grandes guerres. L'Entente ne peut nous offrir cela qu'exceptionnellement, lorsque l'un de nous est envahi... avantage que nous garderons en tant qu'Associate member. De plus, les grands pays de l'eMonde sont déjà répartis dans les grandes alliances. Certains voudront probablement citer l'exemple des Etats Unis, mais le fait est qu'ils continuent à soutenir certains pays d'EDEN dans leurs actions contre PHOENIX. Tout est bien plus figé que certains ne veulent le croire.

Voici donc mon avis sur la question. Je soutiens donc à 200% la tenue d'un référendum pour l'entrée de notre pays dans PHOENIX, car je pense que c'est là que se trouve notre avenir.

L'Afrique du Sud et son diamant

Certains l'ont peut être remarqué, l'Afrique du Sud est depuis quelques semaines l'un des points chauds de l'eMonde (en fait, il y a toujours de l'action là bas). Une grande bataille a eu lieu hier entre l'Argentine et l'Afrique du Sud à Limpopo. Limpopo est une région High Diamonds controlée par l'Argentine mais appartenant originellement à l'Afrique du Sud. Rappellons que le High Diamonds possède une importance vitale puisqu'il deviendra le Titanium dans la V2, probablement la ressource la plus importante. Les pays qui possèdent une telle ressources seront donc grandement avantagées. Il s'agit donc encore une fois d'une guerre d'influence entre PHOENIX et EDEN pour le contrôle des ressources. Ici, il s'agissait pour l'Argentine (PHOENI😵 de se défendre contre la déferlante de l'Afrique du Sud (proche d'EDEN).

L'importance de la région est prouvée par le simple fait que lors de la bataille, de nombreuses forces armées de tous les pays se sont jointes au combat. Vous pouvez d'ailleurs retrouver les statistiques de cette batailles ici (article de Bogdan_L). On constate encore une fois la puissance des armées mobiles de certains pays, notamment celle de la Serbie et celle des USA. La France (cocorico) a également participé à la bataille en infligeant une centaine de milliers de dégats, via le corps nouvellement crée des Forces Spéciales.

Le déroulement de la bataille a également été entaché par une affaire de multis. Il semble en effet que des citoyens argentins aient crée des multis en Afrique du Sud d'une part pour combattre (bien que les dégats de ces multis soient négligeables) mais également en prévision d'un Take Over. Les admins se sont cependant saisis du problème et ces multis seront probablement rapidement bannis. Il est à déplorer que de telles méthodes soient encore utilisées par des joueurs peu scrupuleux. Restons fair play !

After a small break, I am happy to offer you a new number of Bloc Notes. I hope that it will please you, in spite of a part where I decided to take position, about the possibility for France to join Phoenix.

I also take advantage of it to welcome all these new players in eFrance. I hope that you will integrate yourselves fast, do not hesitate to participate on our forum, and especially, if you feel you can become a good journalist, then start ! We need a strong press in our country.

Dilemna : Join Phoenix... or not.

Note : I made this article in France because there is a big debate here about joining PHOENIX or not. So it is only my opinion. But you can participate to this debate in the comments if you want.

One of the main discussions happening in the French press at present is about joining PHOENIX or not. Let's reming that, de facto, we are allied to PHOENIX because we fight along their side for the liberation of France. The French army also participates sometimes in some fights in foreign countries to support them. But eFrance is not member of PHOENIX, and it can be explained by several reasons.

To explain it, it is necessary to remind the time of October / November, 2009. At this moment, the alliance Peace GC, which grouped together France, Italy, and the majority of the countries of PHOENIX was in crisis: the operation to conquer the USA happened to finally be a failure, and the majority of the possessions of Peace on this continent returned to their original owner. In this context, France, by means of its president Lyne Faynel, began to dispute the chain of command of Peace, which would be corrupted by a permanent cronyism and would give the reality of the power to the sole Hungary. This created a real break between our country and the strongest countries of Peace GC. As a result of it, when Peace GC collapsed, these last ones grouped together within a new alliance, PHOENIX, without France.

Of this break ensues the invasion of France by EDEN, and our defeat. From then on, our relations which were very bad with the countries of PHOENIX begun to improve. At first with Germany, which shared our fate of misfortune, and especially with Russia and Serbia, which continued to be friendly toward France. The mandate of Melkion also made the eFrance to develop very good foreign relations with the United Kingdom.

The current situation then is very confused. We have the choice to reaffirm our commitment in the Entente, and to invest us within it to make it a real power, or to ask for our membership in PHOENIX. We have to end in any case the current waiting-game on this subject. It is necessary to make a decision.

Our continual war with EDEN and our relative power are so many natural arguments for us to join PHOENIX. But obviously obstacles continue to arise through such a road. At first, is the dispute of October/November 2009 resolved ? On this subject, doubts persist on its origin. If we know that there were problems with the governance of Peace GC, maybe they would have been solved in a more peaceful way. It is allowed to suppose it, because discords of a more personal order can be at the origin of this disagreement. On the other hand, today there is not anymore such an hegemony of a country on the alliance: although even names often return, English or German now possess important posts in the administration of PHOENIX. The French people could be able to climb the ladder of PHOENIX thanks to certain already integrated personalities such as Melkion or Naischa. This problem of governance seems to be solved now.

There is also some anger in PHOENIX towards us. It is especially visible in Hungary, where our "treason" was very badly perceived and continues to feed the local anger. However, the time contributed, fortunately, to ease this feeling. On the other hand, the countries which still have some bad feeling toward us are conscious that we could be an interesting contribution in the alliance. Our entrance in PHOENIX could thus be made without too many problems.

However, the Entente problem is still here. From a strictly practical point of view, it would be easy to place us within this alliance as an " Associate member ", what would authorize us to join PHOENIX without loosening us of our obligations to the countries which supported us now for several months. But everything is not so simple and a good part of our citizens continue to think that the Entente could be a real 3rd way in the eWorld.

I do not share this feeling, let us not forget that the Entente is above all a defensive alliance. It has no vocation to start big military campaigns. Now, all of us know that, many of french citizens aspire to a powerful eFrance participating in great wars. The Entente cannot offer that to us, or only when, exceptionnately, one member is invaded. It is an advantage that we shall keep as an Associate member. Furthermore, the big countries of the eWorld are already distributed in the two big alliances. Some people will probably want to quote the example of United States, but the fact is that they continue to support countries of EDEN in their actions against PHOENIX. Everything is more congealed than some people want to believe it.

Here is my opinion on the question. I thus support greatly the holding of a referendum for the entrance of our country in PHOENIX, because I think that our future is there.

South Africa and Diamonds

You certainly noticed it, South Africa is for some weeks one of the hot spot of the eWorld (actually, there is always action in this part of the world). A big battle took place between Argentina and South Africa to Limpopo yesterday. Limpopo is a High Diamonds region controled by Argentina but originally belonging to South Africa. Let's remind that High Diamonds regions have a vital importance because diamond will become Titanium in V2, probably the most important resource. The countries which possess one such resources will thus largely be favored. Again then, it is a war of influence between PHOENIX and EDEN for the control of the resources. Here, Argentina ( PHOENI😵 had to defend its colony against South Africa (close to EDEN).


Limpopo is the last region owned by a PHOENIX country in South Africa.

The importance of the region can be proved only because of the fact that during the battle, numerous armed forces of all the countries joined the fight. You can moreover find the statistics of this battles here (article of Bogdan_L). We can notice once again the power of the mobile armies of certain countries, in particular that of Serbia and that of the USA. France (cocorico) also participated in the battle by imposing hundred of thousands damages, via the recently created Special Forces.

The progress of the battle was also soiled by an affair of multis. It seems that some Argentines citizens have created multis in South Africa on one hand to fight (although the damages of these multis are unimportants) but also in anticipation of a Take Over. Admins however seized the problem and this multis will probably be quickly banned. We have to regret that such methods are still used by dishonnest players. Let's stay fair-play !
