It means that TW should help citizens of participating parties. You are not actual citizens of eCzechia. You are uninvited invadors so bonuses of TW shouldn't belong to you.

And maybe you still don´t understand. YOU ARE NOT CZECHS! We were talking with Czechs and they agreed with this. You(I mean this PTO group) are Slavics who call themselves Macedonians and we(Czechs and Slovaks) consider you as illness, not part of eCzech republic. I hope that now it is clear.
