Federal Election Coordination Anti Take Over Program

As authorized by the Congress of the USA, the office of the Federal Election Coordinator was created. In coordination with authority from the executive and military branches of government, it is to establish and enforce a policy to prevent the risk of political take over of the USA. To this end, it is deemed critical that no candidate deemed a threat to security be allowed to run for Congress, Country President, or have control over a Top 5 political party.

To promote the security of the USA's political system and in cooperation with the leadership of the top five political parties, the following was agreed and originally adopted April 14, 2010 and later revised;

Statement of objective
It is the purpose of this agreement is to codify and explain the obligations and responsibilities of the party presidents of the top five parties of the USA (5PP or PP) and the federal election coordinator (FEC).

The ultimate goal of this agreement is to secure and protect the elections of the USA from the threat of subversion by PTO.

It is of primary importance that all PTO candidates be prevented from being allowed to run. To achieve this goal, each party will be required to run a candidate in each region of the USA. Whether this is a "real" candidate or blocker is not important to the FEC.

Each party is to provide their own candidates or blockers or make arrangement with other parties. The use of FEC supplied blockers is not to be considered as an alternative. If a party fails to demonstrate the ability to fulfill this requirement, steps will be instituted to remediate the situation.

Congressional elections.
On the 16th of each month the FEC shall supply to the 5PP a worksheet of all USA regions as of that day.

It is encouraged that starting on the 17th each party will have ten candidates run for Congress in the appropriate states. This process will continue through the 21st. This will help eliminate the need to scramble to fill slots and will also allow for some political campaigning to commence earlier.

On the 22nd, each party will have their remaining candidates run in the remaining regions including any that may have been added since the 16th.

By 23:59 game time on the 22nd, all candidates must be in their region and click the run for congress button.

By 23:59 game time on the 22nd all pp will confirm to the FEC the final list of their authorized candidates and the region they are running in. No further substitutions will be allowed without direct approval of FEC leadership.

Any ballot slots not filled will be filled by blockers assigned by the FEC. Any slots not filled by the candidate listed by the pp will be filled by the FEC. FEC will update the worksheet appropriately.

On the 24th the 5 pp will chose their party's official candidates. Any substitution from the list provided on the 23rd must be specifically addressed to the FEC. Choosing of another candidate in lieu of an FEC blocker is not permitted.

If a FEC blocker is elected, said blocker may resign from office.

If a party president willfully chooses to not follow FEC guidelines and practices, they will be sanctioned. Sanctioning will include but is not limited to the following:
1) Permanent banning from eusforum.
2) Dishonorable Discharge from the USA military, including a preemptive denial if not currently a member.
3) inclusion on all watch lists and burn lists

Permanent Banning from the forum can only be repealed if there is agreement from the following:
1) President of the USA
2) The party presidents of the Top 5 parties
3) Director of CIA
4) Federal Election Coordinator
