裝死太久了，不幫報社清點灰塵不行......

首先得講一下INCI這個團體
這個團體並不像EDEN、Terra、ONE那樣，是國際性的聯盟，但是由國際許多人組成的
原本是由土耳其人發起的，當初總部也設在土耳其，在當時土耳其擁有很大影響力
而INCI也慢慢成長為一個巨大到無論在政治或是軍事方面都足以與一個小國匹敵的團體
目前據稱有將近八百人的規模
（想想大家熟知的FSR，然後把他們的影響力放大20倍大概就有點接近了）
後來他們和土耳其的當權者鬧翻了，就集體跑了出去，搬家到美國
在那裡住了一段時間後，INCI嘗試想選議員，此舉被視為PTO，當時在國際間鬧的沸沸揚揚
後來他們和老美達成協議後，又搬家到地中海小國賽浦勒斯，把一個弱國變成西亞的肉刺
他們在各地都有設置分部，在日本也有一定的影響力，目前立場偏ET聯盟

而這個團體在eC的成員，在這次的議員選舉中嘗試拿下一席議員

說起eC，因為位於ET聯盟的大後方，更透過佔領周遭國家擁有十全，長期都是ET的重要基地
也因此eC一向都是各國亟欲PTO的目標，eC本身每次選舉也在ATO上不遺餘力
這次一開始有這篇相關報紙：WuDaoGang的「那啥，關於ATO」
此人代表eC政黨NewSMTH角逐河南省議員，但當地有兩名PTOer：shy7和resita2009
陷入劣勢的WuDaoGang發報說明此事，隨後Shinging Star Daily也發報呼籲大眾
後來WuDaoGang不爽這兩名PTOer買票的行為，因此爆氣發了ATO的宣言和行動
此篇受到eC群眾的熱烈響應，而也開始有人在查shy7和resita2009的真實身分
後來有人找到了shy7的身分：他是INCI的成員，並接受INCI軍團長Sebatay的指示進行PTO

後來shy7眼看越鬧越大，終於出面發文解釋INCI想要取的議員席次的行為

I have been told that China Government thought that I'm a PTO player. I left the game 2 hours ago when I was back I really suprised. Chinese Government opened many articles about me and my election region and they are distributing 10 q6 Weapon.
我已經被告知說eC政府認為我是個PTO玩家，在那之前我離開遊戲兩小時，而當我回來時我（因為被告知而）非常震驚。eC政府寫了許多關於我及我的選區的文章並提供10台Q6坦（譯註：此指eC方為了ATO而用一票10台Q6坦的價格來對抗此文作者。）。

I have seen same things on USA before, they thought we are running for TO but it turns out we didn't. Before the elections iNCİ party talked with parties and government but they didn't allowed such thing. We have enough population to make a babyboom on eChina lands. But we didn't do that, because our purpose was never a TO.
我以前在美國看過同樣的事情，他們當初認為我們（指INCI）是來PTO的，但最後證明我們沒有。在選舉之前，INCI黨有跟eC政府和其他政黨談過，但他們並沒有允許這種事情。我們有足夠的人口在eC裡發動一波新人潮，但我們沒有，因為我們的目標從來就不是當一個PTOer。

So with all the barriers I put my candidacy. But I changed my region until I find a place where the EC not blocked me. After 7 different tries finally I put it on Henan at 23.59 of the 23th. And party president didn't replace me and today I'm running for this seat.
因此，在重重障礙之下我宣布參選議員，但我不斷更換選區直到找到一個eC不會阻擋我的地方。在試了七次之後，我在23號的晚上11點59分的河南參選，黨主席並未換掉我而今天我正在為了這席次而奮鬥。

But there is the one big question,
When we are fighting or doing anything good for eChina this is okey, but
when we want to move our commune owners to eChina, we are waiting on lines like forever. Current china population is over hundreds, but only %10 percent of it actually Chinese, and today people talking me about TO.
但現在有個大問題。
當我們正在做、或正在為eC的利益奮鬥時，這樣OK。但當我們想要與eC親密的融為一體的時候（譯註：我不是故意這樣翻的……），我們似乎得在線上等到永遠。目前eC人口已經超越百位數，但只有10%的人是真正的中國人，而今天人們把我們稱為PTOer。

I think you give over reacting. Nobody try to PTO any congress or any country. just inci community try to select only one congressman. we many times ask people and party president to show one of us as a congressman and they dont accept. and in china there are many community such as greek community, crotia community. even they are elected as congressman and you dont give permision to us. We have almost 800 members from difrent countries such brazil, turkey, japan, greece,usa. But we have only one official country, it is cyprus. and we have many commune companies. if we are at china, we are using chine full bonus. so many times we need new commune companies and new people who can use full bonus. therefore some of our members apply china citizenship manytimes, but you dont accept them. and it is answer for why I try to being congressman.
我認為你們反應過激了，沒人打算在任何國家PTO任何議會，只不過是INCI想要選一個議員而已。我們多次問過人們和黨主席讓給我們一個議員的席位，而他們不接受。在eC，有很多的社群像是希臘社群、克克社群，他們甚至都可以選議員了，而你們卻不給我們許可。我們有將近八百個從不同國家，像是巴西、土耳其、日本、希臘、老美的成員，但我們只有一個正式國家，那國家叫做賽浦露斯。而我們有許多關係緊密的公司，如果我們在eC，我們就能使用eC的十全資源，因此我們多次需要新的公司和新的人，讓他們能使用十全加成。因此我們其中一些成員多次申請eC國籍，但你們並沒有接受他們，而這就是我為何要成為議員的答案。

Dont afraid us, we dont intent pto or acting harmful china.
不用害怕我們，我們並沒有打算PTO或是對eC造成傷害。

So far any one from China Government didn't contacted with me. If you contacted with me you can see the way. I guess Ministry of Information works wrong.
到目前為止eC政府都沒有和我接觸。如果你們聯絡我，你們可以體會到這些。我猜是部會間的通訊出了問題。

And the funny thing is a Government, a Country is distributing goods for vote. Because they cannot coordinate votes. This is really shameful for EC.
而有趣的是一個政府、一個國家正在為了選票而送東西，因為他們不能協調選票。這對eC來說很尷尬。

Your overreaction is bigger than anything. I thought that may be someday china can be a DEMOCRATIC country, but guess I was wrong.
你們的過度反應比什麼都大。我過去認為也許有一天China（譯註：在此不知道他指的是遊戲中還是RL）能成為一個民主國家，但我猜我錯了。

Daniel Au Yeung隨後發了公開交代：Shy7是本人按ecia官員之要求放進中國的一文澄清

隨後eC政府也開始對此事有大動作反應了
首先是政府顧問sgc1988發公告譴責INCI：【政府顧問公告】關於這次INCI的「藝術」行為
然後eC議長XanaduZ也用中英雙語，針對shy7的文章做了措詞強硬的回覆

Dear citizens and foreign friends,

As you all have probably known, a shameful PTO is happening in eChina and it is absolutely unacceptable by us Chinese. We feel humiliated and angry with what Shy7 is doing and what he has said.

As present chair, I, representing eChina Congress, is issuing the following statements.

1.Shy7 was approved for citizenship only because he succeeded getting recommended by ECIA. For that, he has promised he would never get involved in political issues of eChina. Now obviously he cheated us.

2.Shy7 denied accusement of PTO but admitted he would approve cs for tens of inci members, which will not be authorize by eChina Government. That's political interference and potential PTO, which is forbidden.

3.The quotation "Current china population is over hundreds, but only %10 percent of it actually Chinese" is quite rediculous and what Shy7 wanted to pove by that is nonsense.

4.Shy7 mentioned "even they (greek community, crotia community) are elected as congressman". That's entirely groundless. Election records are maintained on web for publik, proving what he said is slander.

5.Shy7 also censured "And the funny thing is a Government, a Country is distributing goods for vote. Because they cannot coordinate votes. This is really shameful for EC". Distributing goods for vote is competitive strategy carried out by individuals. It's far beyond his imagination what would it be if eChina Government takes action, and we warn him here not to try it.

DEMOCRACY of eChina is only for Chinese and overseas Chinese. Don't even dream being congressman of eChina while you cannot succeed listening, understanding and talking with us. Chinese is the only official language in eChina, and for ever will be.

We'll never accept a liar, perjurer and logic-confuser as our congressman, not even as friend.

We eChina was, is and will be trustworthy ally of T/E, offering our resources and influence. But alliance is established on the basis of equality and mutual respect, which is where we're different from ONE.

親愛的國民和外國友人，

4.Shy7所說「甚至他們（指希臘人，克羅地亞人）都被選為（中國）議員」是毫無根據的。歷任選舉結果都是公開可查的，完全可以證明他在誹謗。

5.Shy7還大放厥詞「好玩的是一個政府，一個國家在為選票派包。因為他們無法協調選票。這真是EC的恥辱。」為選票派包是由個人發起的競選策略。中國政府如果採取行動，能量將遠超他的想像，我們在此提醒他不要嘗試。

中國的民主只屬於華人和海外華人。如果你聽不懂我們說什麼，理解不了我們想什麼，也無法用中文交談，不要夢想成為中國議員。中文是中國的唯一官方語言，永遠都是。

我們永遠不會接受一個騙子，偽證者和邏輯混亂的人成為我們的議員，連朋友都做不了。

我們中國過去現在和將來都是E/T值得信任的盟友，分享我們的資源，提供我們的軍力。但是聯盟是建立在平等和互相尊重的基礎上，這也是E/T不同於ONE的地方。
