[eBe] New term financial policy

Dear eBe Citizens,
Welcome in the post NLSP world where we are broke 😉.

If we compare our current situation, with last month situation (day 2224), here are the evolutions:

Day 2224:
612.000 BEF
517 gold
125 gold lend

Day 2242:
303.000 BEF
406 gold
96 gold lend

We basically spent almost 50% of our whole ressources in a single month. We have simply no choice but to stop such expenditures. During this month I will therefore cut most of the programs, to only focus on the necessary budgets which are the MPPs, some young citizens supplies and the BNA (whose budget will be cut loose). Any otherexpenditure will not be allowed as we have no choice if we want to keep MPPs on the middle term.

As a remainder, our current monthly income is less than 20.000 BEF which is simply not sufficient to pay 2 MPP which is the current FA policy.

Some people might complain that the eLife will be harder, but we just cannot afford to pay for all those programs anymore in the current economical context.

In RL Serbia we had Minister of Finance who was spending more than we have, and now we got new Minister who's not spending anything, and all taxes are 20%+ higer...

Our monthly income is 12 K BEF. Signing 2 MPP (which we have) cost 20K BEF. Where do you see that we spend less than our income?

I'm ready - as Citizen Pack Manager - to cut costs on this program.
The original idea was that we supply players below exp. level 30, but in fact I've been supplying all players that fill in the form regardless of their level and regardless of their having a Forum account or not (having a Forum acc. was one of the conditions for getting the pack). I can turn back to supplying only players lvl 1-30 and be more strict with the other conditions as well. I haven't made an analysis, but my guess is that we'll save a lot of currency this way. Since Xmas, when the tank prices went skyhigh I've been spending on supplies close to 3kcc a day...
