Economics and Domestic Manifesto



Simply put, we put too much responsibility on one main sector of our Ministries, while not expecting much from the others. We need to smooth out our process, making them more long term in planning and coordination. It's all well and good to keep things the way they are, but if we're already behind, moving in normal speed won't catch anything up.

Ministry of Finance - The Ministry of Finance will be reserved to setting currency regulation domestically, as well as the trading for profit schemes that they have used for several terms. This, combined with removing the duties of the MoF regarding taxes and a Minister Nazi PM ensuring activity, should allow the MoF to concentrate where he or she belongs: At the Bank.

We will also look to implement other small scale income devices such as small, short term loans and deposit schemes, which will be handled by the MoF personally.

Ministry of Home Affairs - The Ministry of Home Affairs will be a point of contact for new citizens, and the Gifting Director will be moved into this Ministry. Since both deal with new players, or players in need, it makes sense that they do so in a combined effort. They can tutor, gift, help new players with jobs, and advise them on how to become active and involved at all levels.

Ministry of Legislative Affairs - Congress and I do not always get along, however, this is not a bad thing. I expect the MoLA to be on top of all voting procedures, time limits, and I expect voting to be done in a timely manner. We already extend things far too long, and I expect the MoLA to run a tight ship. 24 hours means 24 hours. Also, in conjunction with this, the MoLA will be responsible for moving all legislation from Public to Commons, open all voting (which can be assigned to an UnderMinister if need be), and close all voting as soon as it is done. From the close of voting, the parties who need to be notified shall be, and all functional schemes and ideas out of Commons shall be put to work immediately.

We shall also be doing a review on all Lords, active or otherwise, and removing anyone who hasn't fit the bill. There are far too many Lords inactive (as usual), and this needs remedied.

Ministry of Economics - Overseeing the Ministry of Finance and Ministry of Trade, this Ministry hasn't been used for quite a few months now, but will be responsible for the main Economic changes coming in the eUK. First, it will be tasked with studying our tax system along with the tax system from countries with large gains, and will suggest/make changes to make our economic means far greater. Changes in VAT, Import, and Income will be analysed, as well as overall industry strength. This was a huge job before the Umbrella was released, and is even moreso now that the Minister of Finance was expected to do it.

Minister of Trade - The Minister of Trade will carry two responsiblities. First, he or she will look into our own RM markets and see what items we need imported to cover our costs, as well as looking at saturated industries to see where/how we can offload excess products. The second, as always will be to offer business advise to GM's from the United Kingdom. The MoT will be able to offer loans (limited amounts for various purposes) to companies looking to import/export, as long as the proper contracts are in place.

Minister of Work - The Minister of Work is basically in charge of ensuring that there are plenty of jobs available for 0 skill employees. All employees at 3 skill should be fired and PM'd to work in private companies (which cut costs long term, and improve production). This is a pretty basic job. The MoHA should be PMing employees of the DfW companies to tell them about forums and things they should know.

Cliff Note - Gifting Director works for MoHA. MoD, MoFA, and MoDaFA will be outlined under Foreign Policies.

Moving on, here are some direct policy changes which I would implement if you elect me:

-Civ Guns will be expanded greatly. This program will be used to stimulate the sales on our weapons markets by using Government cash to buy guns (creating tax revenue) and handing them out to UK citizens in the CivGuns chan, as well as on the forum. The Forums are more secure in these types of programs. Each citizen can have X guns depending on wellness, and must be UK citizens. This will teach them the procedure on asking for guns, asking where to fight, and Military recruiters will be stationed in CivGuns to try and get them to join in the military (where they can get full compliments). This program, as a domestic program, will run through the MoE (not the MoD), and will continue to provide weapons as long as there is an available battle to fight in (we can't risk losing training just because the battle isn't for Heilongjiang). Every soldier needs to fight every day. This program runs now, but certainly not as effectively nor as advertised as it should be, and I intend to change this.

-Strength Training: The jury is still out on the Lana business, however, there are three front running alternatives in this debate. The first was to fund tanks for strength training, although it gives the idea of being "Elite" (and all that other non-existent stuff). The second is funding lower ranked players to rank them faster (which would be more expensive long term), and the third is to use it for weapons. I like a combination of the second and third, personally, but we'll have to analyse the ideas thoroughly.

I am neither open nor closed about this idea, but rather I think it will take a team of people to look at it for both long term effects and short term benefits, to see if there is anything we can dowith it.

-Best Man for the Jerb: No favorites, no slackers, no party line. Best person gets job, end of.



-Ten Downing Street - It is far too complicated to reach the PM through Private Messages or even on the forums. We will create a "Ten Downing Street" with sections for Q&A, PM Announcements, as well as other neat little things (military orders, etc). It will clear up communication between any and all citizens or visitors to the Forums, and give the PM a dedicated forum to answer questions. The PM Questions spot was decent, but too hard to coordinate time wise. This should clear the matter up nicely. We will also clean up the forums, get things reordered (so people can actually see and find what they are looking for, as well as figure out what things exist and what does not), and hopefully get a Banner at the Top linked to the Daily General battle orders to improve our Military coordination (with Nel's cooperation of course).

-Weekly Payment Schedules for Ministries will be introduced, and will be handled by the Ministry of Finance. Each Sunday morning (GMT), budgets or funds requests for the next week must be turned into the Ministry. Payment dates will be on Monday morning before 1200 GMT. Any emergency cash requests must be filled out and approved by the Prime Minister, with an explanation as to how they ran out of cash. This does not mean we will be declining payments, but we need to learn to budget weekly so the Ministries don't run out of money mid-stream.



-We will, through the MoF, calculate income and assign a weekly budget to the various sectors (MoT, MoD, MoW) based on a percentage of the weeks intake. This will always keep us in the black, and ensure we do not go Red by accident. There will always be emergency expenditures (and a certain % will go to savings/profit), but we need to learn to budget our money more wisely and not depend on the MoF to do a good job. If we spend less than we make, we'll always be ready for anything.
