[Dictator] Referendum to Resolve Constitutional Crisis (Discussion)

Hello Citizens!

I wanted to dedicate some time today to discuss the recent proposal by Congressman CheetahCurtis to impeach Rathena Gelc.

According to the Constitution, during an impeachment proposal it is within the rights of the Dictator to refuse to pass laws etc. that the CP requests. On this occasion I did not feel that to be productive or necessary, on the grounds that a) we are participating in a conflict and b) I had no reason to suspect Rathena of malice. Obviously, had any suspicious monetary based requests been made I would have ignored them, but I did not see cause enough to lock down the administration. I have offered a brief testimony to Congress on the matter, and it seems the argument is developing into a full blown poo storm of significant proportion.

However a larger problem has occurred, as Congress’ mandate has expired. It expired at day change this morning, when a new Congress would usually take over; and RG has altered her stance on whether or not to stand down should the impeachment ‘pass’*. This does mean that we are plunged into a Constitutional Crisis, as Congress are a pillar of the Constitution and yet we do not have a Congress that can be seen as fully legitimate. We are left without a new Congress because we were wiped when the elections started.

In the past, the previous Congress would usually carry on during a wipe. But there was not time to work this into our laws, and so as Dictator I am left in a position where the Constitution demands me to respect the wishes of a Congress we do not have.

As such, in the name of practicality, I am using this article to state that I will recognise the result of a public referendum that seeks to expand the mandate of last month’s Congress until the next election. I will also recognise the result of a vote within the previous Congress as to whether it too will accept the result of that referendum, which is taking place (hopefully) now.

Until the conclusion of that referendum it would be improper to enforce anything Congress has voted on between the 26th and the resolution of said referendum. I would also like to ask that this article be used as the medium for a 24 hour public debate on the referendum, after which point a vote shall take place.
