[DEFENSE] Reforms [UPDATED]

Dear citizens of the United Netherlands,
We we're not pleased with the activity and organisation of the army, not at all. Because of that we've reformed the army.
Flying Dutchmen
The first reforms were in the Flying Dutchmen.
All soldier have been dismissed from this elite brigade.
We've raised the rank requirement to General, the strength stays the same.
The max amount of soldiers in this division was planned at 25, but we have decided to lower this to 15. When we got 15 active soldiers we might raise it higher.
We also require you to be active daily on IRC. If you won't make it to IRC that day, we offer the ability to request weapons by IGM.
UNL Army
When looking into the army database one noticed way too much divisons, of which most had 6-12 members.
This is changed into 3 brigades, with each 1 colonel and 2 officers.
Brigade EN
Brigade FR
Brigade NL
Combined these brigades make the UNL Army
We have also dismissed every soldier from these divisions.

We will use an orderscript with Greasemonkey for orders, together with daily article. Scripts will follow.
Home Guard
If you are a congressmember or Party President we got a special division. This division will only follow orders that you can fight in via MPP. This division will not be send to other countries.

We are still looking for officers!
If you wish to be an officer, just check the box in the enlistment form and we will contact you.

I dont get this point. Under andreasisaksson and Jazar this ministery reorganize already. When the left, defence was organized good. Also they made a new plan about divisions and so on...
Why new reforms after one month?
What did the new minister, and his generals wrong?
Or didn't the other plans, and where the other reforms, not that good?
They were good in theory. But they only work when people are active, and that didn't work. So this time, we're taking less Divisions, and we give central command to 1 Colonel and 2 officers, who's job it is to keep them active. We had a shortage of officers on Jazar's organisation, but this time, we don't.
There were too many divisions and each time a colonel for that was found he/she was inactive very fast. There were 10 divisions and it was a bitch to try to keep all active and organized correctly.
