[CP] Week 1 Update--Welfare

Citizens of the Republic,

Here's an update of what your government has been doing for the first couple days of this term.

Foreign Policy
We've communicated with our CODE friends, making sure that they know we are always on the same page. I look forward to working together with CODE nations in whatever effort we can make to keep the game moving. We renewed our long-term MPPs with Thailand and Uruguay, and we collected payments from Indonesia and Serbia for their region rental. New diplomatic channels have been created with the new CPs of Indonesia and the UK. We are looking into a third TW.

National Organizations
A big part of this term for my team is to reorganize our nation's orgs. Already progress has been made on collecting the full list of orgs, and asking long-term renters to keep up with their pay. We need to reset passwords for a majority of the orgs, and this is a time-consuming process.

Economic Policy
With the conclusion of resource wars, we are in a worse position than before regarding resources. However, considering our activity levels, we outperformed larger nations by getting 8 resources in total, an almost complete slate of resources. With that said, it is my team's view that it would serve eIreland best if we rent out, at least, our housing resources. Wood and Clay especially may be valuable to larger nations.

To support our citizens, now that we have diminished resources, I advise congress to raise taxes to support a new WELFARE program. The government will purchase weapons, food, and housing at the lowest possible cost from foreign markets and either give handouts to citizens (like in this article) or place these products on our market.

Now is the time to LOWER import taxes and VAT while RAISING The work tax to, perhaps, 2%. Discussions with congress will begin shortly.
