[CP own decision] Creation of Bank Managers.

Hello Dear Belgians and other citizens.

Dear PTOers, you are too late. eBelgium has been PTOed already.

Please read carrefully as some rules have changed.



Jokes aside, let me introduce you the principle. As we had too much gold, we were under high PTO risk. Of course those risks can still happen but the pie is smaller. That’s the main reason.

Golds are stored in national ORG under the CP full control. So basically as soon as a CP is elected he has full access to the national gold. Which allowed me to do this move very quickly without no one noticing it (unless one cool guy). Same can be done to steal the money. And in a regard it’s what I did. I stole took the money from the ORG without asking the congress. Is it illegal? Well not really as the constitution doesn’t forbid it (http://www.erepbelgium.com/t6140-constitution-of-ebelgium) and it seems there are no laws enforcing money to be stored in NBB-BNB. So, yes, I am storing eBE treasury somewhere else.

I believe that if you can trust your CP, you could trust former CPs and longtime citizens. That’s why, where ORG have issues, personal wallets don’t. And that's why I created Banh Managers.

Nearly all the eBE treasury has been transferred into Bank Manager wallets.

A Bank Manager is depositary of a part of eBE treasury and will react accordingly to CP and congress will. With the restriction that the money must be used for eBE and not for personal abuse from any CP.



The state will request a budget and Bank Managers will grant this budget to the National ORG NBB-BNB. It is one step more complicated, it is one step more safe.

As a starting point we believe a CP does not need more than 1000 golds unless extreme circumstances. So 1000 golds are left on NBB-BNB.

We are still waiting for the "OneLast" decision.

Bank Managers agreed with this system. Even if we know it is not the ideal situation.

Some laws will come out (mainly kind of a constitution for Bank Managers). And we will invite congress on making rules.



This decision has been made without any congress approval. Even if it is not illegal (and more "grey") I do understand that some of you could feel bad.

It is true CC have been lost into the operation and we are going to get back the maximum we can (10 golds/day/manager). Nevertheless it will allow eBE to keep on education programs and fight in tournaments. While wasting money is ... a waste.

It was not an easy decision because it creates a big change in the way eBE works. During my term I've spoken with some citizens about my will of lowering our treasury. While some understood the need, other were against such a thing. And when I asked how to lower this treasury some answered about a big give away.

Giving away our treasury would mean the end of eBE. The other solution would have been a long wipe. Maybe the end of eBE. I've chosen an other path.

I know we had at least 2 more month. Always slowing down PTOers. But at the end of the day we would have been urged to act. Some proposed the long wipe as I've said. But my dream is about eBE. Some proposed massive ATO help from other countries. But PTOers have proven their patience by staying for over six months, and I don't think our friends would stay that long.



With this move we are still under PTO. But I guess it is less interesting than before.
