[CP] Lithuanian AS and New Lottery

Citizens of the Republic,
I would like to alert everyone that Lithuania has proposed (and will pass) an AS on us. I do not know their final intentions, as we have not done any sort of aggression against Asteria/Asteria-allied countries recently; however, I remain confident that we can negotiate our way to a peace, although we will fight, of course, to our best.
It is clear that Lithuania is a stronger power than us, and our government will do everything in its power to avoid a wipe.
