[CP] Congress Elections & Treaty [DE|EN]

Guten Tag,
nach einer Verhandlungsphase die sich gefühlte 3 Jahre hingezogen hat, kann ich euch heute einen neuen Vertrag mit Polen präsentieren, welcher uns Dänemark und Norddeutschland sichert. Dadurch ist gesichert das Dänemark keinen Kongress hat, was der Hauptgrund meiner Verhandlungsbereitschaft war. Ich denke ich muss keinen daran erinnern das wir uns in einer Union mit Dänemark befinden und uns dazu verpflichtet haben sie vor einem PTO zu schützen. Aufgrund der mangelnden Optionslage und nach Rücksprache mit dem Kongress, habe ich mich dazu durchgerungen einen Vertrag auszuarbeiten und denke ich habe das bestmögliche Ergebnis erreicht. Wir werden 7 Regionen, 4 Boni haben und Dänemark den Kongress verweigern können, wo die Serben bereits in Lauerstellung liegen. Zu den anderen Optionen noch kann man nur sagen das die Möglichkeit sie umzusetzen zwischen utopisch und unmöglich lagen, oder selbst wenn man sie erreichen würde ein Restrisiko geblieben wäre das Dänemark einen Kongress bekommt, was ich halt um jeden Preis verhindern wollte.

Ich habe unserem Kongress den Vertrag präsentiert und er hat ihn mit der überwältigenden Mehrheit von 88% (14 Stimmen dafür) angenommen. Es gab 2 Stimmen dagegen und keine Enthaltung.

Nachdem die Irland Aktion meinen Plan ordentlich durcheinander geworfen hat und ich viele Stunden damit verbracht habe mit dem Hauptquartier von EDEN sowie dem CP und MoFA von Irland zu sprechen sind wir uns einig darüber, dass sie ihren Krieg gegen Polen führen können. Ich habe es mehr als sehr deutlich gemacht, dass die höchste Priorität darauf liegt Dänemark den Kongress zu verweigern und Irland die Verantwortung tragen wird sofern sie damit nicht dienen können. Ebenso hat der Irische Präsident eingesehen das es ein Fehler war mich, bzw unsere Regierung, nicht vorher über ihre Pläne aufzuklären. Nun habe ich ebenfalls die Durchführung des Vertrags mit Polen auf nach die Kongresswahlen verschoben womit wir 3 Regionen zur Kongresswahl sicher haben. Natürlich wäre ich wesentlich glücklicher gewesen wenn es wie geplant 7 Regionen gewesen wären, aber nunja soweit kommt es dann nach den Wahlen. Laut meinem MoI Team sehen die Wahlen hinsichtlich PTO Gefahr relativ sicher aus und ich wünsche euch einen schönen Kongresswahltag.

Good evening,
after having negotiations which felt like ages, I can now present the new treaty with Poland, which is going to secure Denmark and Northern Germany. This also secures that Denmark is not going to have a congress, which was the main reason for my willingness to negotiate. I doubt that I have to remind anyone of our union with Denmark and our obligation to secure them from a PTO. Because of the lack of options and after debating in congress, I worked out a treaty and in my oppinion achieved the best possible result. We are going to have 7 regions, 4 bonus and we will be able to deny Denmark congress elections, which is very good since there are already some PTO groups that are getting ready for it. To the other options one could say that the possibility of achieving them are somewhere between impossible and utopic, or even if it could have been achieved there would have still been a risk of Denmark getting the congress, which I'm not willing to do at any price.

I have presented the final version of the treaty to our congress in order to let them vote on it, and it passed with 88% of the votes (14 votes for yes), two were against and nobody abstained.

*Update*

After what had happened with Ireland, my plans kind of went straight to the waste bin. But I talked several hours to the headquarters of EDEN as well as to the Irish CP and his MoFA and in the end we agreed on letting them finish what they started. I have made it very clear to them that my highest priority is to keep Denmark from having a congress and that they are responsible for anything that happens. Besides that the Irish president acknowleged that not contacting me or my government was a mistake. This lead to me talking to the Polish government in order to postpone the execution of the treaty until after the congress elections, which means we will have 3 regions for the elections. Of course I would have been way more happy to present you with 7 regions, but at least we will have that when the elections are finished. My trusted MoI team informed me about the elections and they seem to be safe regarding PTO, so all I can say is have a happy congress election day.

Nun der wichtige Teil, der Vertrag:
And now the really important part, the treaty:

Agreement between Germany and Poland.
- German representative: ilphen, President of Germany.
- Polish representative: Basowy, President of Poland.
- TERRA representative: dermont, SG of TERRA.
- ONE representative: Andrej_M, SG of ONE.


1. Poland will NE Germany and gain German core territories (Poland must win all battles).

2. Poland will release two occupied regions: Saxony-Anhalt and Schleswig-Holstein and Hamburg to Germany as soon as Baden-Wuerttemberg was conquered by Poland and the Natural Enemy against Germany is closed.
Denmark will be released and the Danish-German Union will be recognised and respected by Poland.

3. Poland will hold 9 regions: Lower Saxony and Bremen, Thuringia, Saxony, Bavaria, Hesse, Baden-Wuerttemberg, Rhineland-Palatinate, Saarland, North Rhine-Westfalia. These regions will not be given up at any moment to any other country.

4. Germany will not start or support any resistance war in regions mentioned in point 3.

5. If Poland loose control over one of regions from point 3:
- Germany will NE Poland as soon as it is possible,
- after seven days when all regions from point 3 are in control of Poland a peace treaty (eRepublik law) will be signed and NE will be closed,
- all regions from point 2 (if are in control of Poland) will be given back to Germany.

6. This agreement starts with the date of signing and will be renewed every 7th of month at 12:00 eRepublik time automatically, if both parties will not agree otherwise.

7. Poland will keep the regions in Germany, unhindered by any of the signatories, in other words TERRA will not support nor try to liberate any of the regions from Poland mentioned in point 3.

This treaty will come into immediate effect when the following 2 conditions have been met:
- Both Country Presidents and Representatives mentioned above agree with this proposal,
- Both sides have published this treaty in the official state newspaper of their countries.
