Dear Congress Members!

First I want to congratulate all those who have managed to get into the congress. Nice to see some new faces!
I want to make you aware of something that the majority probably already know, but should not be forgotten.

One of the best aspects of the game involves politics and community. Ideally, political choices - whether dealing with war, economics, or others - are determined through discussion, convincing others, and building coalitions here. To some degree, this places a responsibility on us all, to look at the ideas of others with an open mind, and be willing to engage with them.

But related to this goal is making sure people don’t skip this process, through the mass movement of players here, overpowering others and artificially building a coalition (a PTO.) This task falls directly to the Ministry of Immigration - a group established by the President. Recently, we have seen the use of site redirects (such as tinyurl) which, when clicked by a congress member, lead them to inadvertently accept a citizenship approval. There have been at least three reports of this happening in the past months.

This is a clear exploit of the game mechanics. Tickets have been submitted to the administration, but there must also be awareness on our part: do not click links from sites like tinyurl from players you do not know and trust, especially if you are a congress member.

It is also very important to follow the process we have established, before accepting a citizenship application. No matter what the applicant says, or offers you, contact the Ministry of Immigration first. Even if you know the player applying very well and you think for sure they will be accepted, it is a simple matter of fairness that everyone follow the procedure - after all, how can we criticize others for not following it if we can’t ourselves?

Please keep these two points in mind - the danger of links from unknown players, and the importance of consulting our Ministry of Immigration before accepting a citizenship.
