Friends, Supporters and Fellow Citizens,

My name is Jasper Signa and I am once again running for reelection as your congressman from the great state of Kentucky as a member of the Federalist Party.

If you remember from previous campaign platforms, I focus very heavily on economic issues and improving government accountability. Two issues which I have fought consistently for during my three terms in office, usually against overwhelming opposition. As a congressman I propose a lot of new ideas and challenge other congressmen to think outside the box, an uncomfortable position for some people who have served in the eCongress for many many terms in a row.

My concerns about the economy and government accountability are not just campaign slogans, in my three months in congress I have brought forward legislation or led discussions on the following issues:

1. Adjusting Import Taxes
2. Auditing the Federal Government's Orgs so we know what resources are available to the country
3. Proposing legislation to create a Small Business Administration to help new General Managers
4. Proposing legislation for the creation of a Strategic Food Reserve
5. Leading an exhaustive study on the tax advantages of US based Companies over Foreign Importers
6. How best to increase our National Production without increasing Demand



While my colleagues may not always agree with me, they have consistently ranked me one of the top congressmen in the congressional peer review: for my activity, my habit of listening to ideas fairly, adding constructive criticism when appropriate and trying to argue issues with statistics and sound arguments rather than pure emotion.

If elected again to the eUS Congress, I will work tirelessly on the following issues:

1. Raise awareness and develop strategies about securing and improving our most important National Asset, “The Productivity of our Citizens”
2. Examine funding requirements of the Federal Government, improving transparency in the effectiveness of various government programs and reducing income taxes if appropriate.
3. Develop a plan to increase the industrial capacity of our Armed Forces Communes



Our Most Important National Asset, Our Citizens



There are a lot of congressman that believe that “two-clickers”, citizens that only work and train and do little else are NOT important to our nation and therefore 23% income taxes are justified to provide money for more active citizens. While I do not mean to disparage the considerable efforts of our Nation’s Active Citizens, as it is winning battles for the US and our allies in the end, that this game is really all about, I reject the notion that "Two Clickers" do no play an important role in our society.

Why do I say that? Because active citizens require food in order to fight in our nations battles, however, even a level 10 worker, working with 100% wellness cannot produce enough food to support himself or herself. In fact when you consider the production required to produce the grain, it takes 9 production to make every 1 wellness point worth of food. So it takes the production of 3.6 Level 10 Workers to produce 300 wellness worth of food. If using Level 5 workers it takes 5 level 5 workers to make 300 wellness.

Unfortunately the problem with production is much worse then what is shown here, because not every citizen is making food, some are making weapons, or tickets, or raw materials, meaning that the supply of food, cannot possibly approach the demand for food that we want in order to produce the maximum damage.

With these kind of production numbers, it’s pretty evident now why prices for even Q1 Food has jumped to over $1.00 a piece, meaning a citizen wanting to fight his or her 300 wellness per day will need $150.

This is where the 2 clickers come in, because while they might not be actively fighting, the fact they are producing stuff for our active citizens and not using it means we can increase our supply without increasing demand reducing prices for our war fighters.

If these citizens are not retained or move to other countries, however, we lose their production capability meaning we make a lot less stuff and the prices we pay on the American Market goes up.

While this is partly offset by imports from overseas, the US government makes virtually nothing in revenue from these companies, and even with their imports, we are still unable to meet demand.

If reducing taxes from 23% to 20% resulted in only 100 more Skill 4 citizens staying and 2 clicking that would have otherwise left the game or moved to another country, the added productivity to our economy would be ~235,000 a week enough for 26,111 wellness or 2,611 fights.

Not everyone can afford to donate the money required to be a Tank, and players who only play casually in the game are still very important to the economy and our war effort. Every citizen is important and it’s about time the casual player is represented in congress for their contributions to our war efforts.

Funding our National Government



After considerable thought I have concluded that besides the executive fund for declaring wars and alliances there are only a few things that the government should provide funding for and those people in charge of programs should provide data supporting how well they are achieving their mission.

Those items the government should support.

1. Programs that lead to influence in battles to win wars
2. Programs that will develop citizen’s military skills for future conflicts
3. Programs that will develop citizen’s economic skills for increased production
4. Programs that improve retention of citizens


While I believe most of these avenues are funded there is considerable overlap in resources and there is a blurring of responsibility between the military, the militias and the department of interior who receive the majority of the government’s budget.

I believe that every program that is funded (not department) should be required to report to congress which of these four items it supports, and provide meaningful metrics behind how well they are accomplishing them. They should also include information on the number of unique citizens that benefit from their program. As a great program that is being used by 25 citizens is not an effective use of tax payer dollars.



For Example:
I love the military and have been a proud member of the United States Training Corps from about day 7 of my eLife. It is a great stepping stone for advice, and resources to helps turn the new citizen into a decent fighter who will contribute greater and greater influence in one of the other branches of the military. I believe that the USTC provides support in three of these four areas

They provide some influence in battles to win wars although less than the other branches since more of their members are new citizens, they absolutely develop citizen’s military skills for future conflicts and have a good tracking program for a soldier’s progression and help with retention by taking citizens and giving them somewhere to belong.

So the USTC as a program inside the US Military might provide once a month to congress the following information.

1. How many unique citizens it supports current troops size
2. The amount of citizens retained from last month
3. How much money it received
4. How many fights its members contributed and influence
5. The amount of rank points gained in the month by its members
6. Etc., etc.,

While this might sound onerous for the government to do, I think it's pretty onerous that the government takes 23% of my income without explaining thoroughly what its being used for. I know that there are others that share this sentiment.

These statistics need to be recorded and compared to other programs designed to do similar things to determine if the program is working and or getting too much or too little money for its value.

To prevent redundancy I believe a division of labor is required, with the Military being primarily responsible for providing the influence we need to TODAY and TOMORROW to win wars, and the Department of Interior focusing solely on retention and improving national production capacity.

The use of Private Militias such as Seal Team 6 and EZ Company function almost like little governments in terms of providing a bit of all four categories to their members. While impossible to prove since the data is not recorded, the government dollars spent on the militias may actually be targeted more effectively then programs headed by the government. However, without a requirement on the government to report these metrics its impossible to tell.



Building our Military Industrial Complex



I believe that as a nation we are not doing a good enough job in building the infrastructure we require to win wars in this V2, V3 world we live in. As I have shown previously, as a nation we are limited by how much stuff we can produce. This means that production spent to build tickets or Q1 weapons is at a direct cost to our ability to produce food and Q5 Weapons. While the government has no business in directing private corporations on what they should or should not build, I believe that organizations receiving government money should be provided guidelines on how and what they build to maximize the national good.

In one of the most epic posts on the economy, a fellow Economic Council member, Pearlswine went into great detail to explain the relative value of stuff in relationship to producing influence to win wars. While unfortunately I believe that article might have been swallowed up in the old eUS forums for the sake of people who are not economy geeks it listed efficiency as follows:

1. Houses are most cost efficient when someone fights every day (if configured properly)
2. Food is more cost efficient than weapons
3. Q5 Weapons are the only efficient weapons in terms of production and pretty much all other weapons should not be made

Since the military operates communes for their own use, it is important that the production of their members is used to make efficient goods. Therefore I believe that the Federal Government should develop a plan to systematically upgrade Companies operated by the Military Communes to achieve the goal of Q5 manufacturing.

While the details would need to be worked out in private, I believe the funds can come from divesting non productive military companies that are mothballed and have little prospect for returning to service, diverting leftover money from the executive fund and through the partial donations of treasure map gold from congressional elections. This would not be a quick solution program but one that take multiple months to implement.

I also wish to renew my call for the establishment of a strategic food reserve to ensure that if we are in dark times we have a readily available supply of food to defend our forces. It is also a sound economic strategy as investing USD in food would protect the government from inflation in food prices.
