[Congress] End of term report.

So here we are at the end of the May Congress term for 2019.
This will be a general summary if you wish to have a closer look yourself feel free to do so here.
Participation in votes have been pretty high, with the in-game PM votes having 81.6% and in-game votes having 78%.
Specifically for the in-game PM there have been several debates which has resulted in 10 votes that they have voted on. With the highest turnout reaching 89.53% and the lowest being 71.4%.
In total there were 15 Congress members that reached 100% in their participation. With 2 Congress members being under 25%.
Overall party activity:
ReL: 68.8%
DemNL: 78.3%
VN: 93.3%
I&W: 100%
GPN: 72.5%
Now onto in-game votes. Obviously there is less info for these since only the individual members know what they have voted on and for/against.
There have been a total of 13 votes in-game, resulting in 86.2% for the highest turnout and 69% for the lowest.

I assume the dot is for neutral? If you vote neutral, you were present and considered the issue and cast a vote. Which should count as a vote, imho.
Or do do you think it's somehow better to make some shite up, and represent an opinion you do not own?

Exactly what odan said, they voted but were too late.
That said, the green just means they voted and red means they did not. This report does not track yes, no or neutral votes.
