[Congress] End of term report.

So here we are at the end of the March Congress term for 2019.
This will be a general summary if you wish to have a closer look yourself feel free to do so here.
Participation in votes have been pretty high, with the in-game PM votes having 80.9% and in-game votes having 72.9%.
Specifically for the in-game PM there have been several debates which has resulted in 5 votes that they have voted on. With the highest turnout reaching 89.7% and the lowest being 73.3%.
In total there were 15 Congress members that reached 100% in their participation. With 4 Congress members being under 25%.
Overall party activity:
ReL: 83.3%
DemNL: 70%
VN: 86.7%
I&W: 96.7%
GPN: 80%
Now onto in-game votes. Obviously there is less info for these since only the individual members know what they have voted on and for/against.
There have been a total of 8 votes in-game, resulting in 86.7% for the highest turnout and 62.1% for the lowest.

Good analysis
It is not possible to make a distinction between active and passive abstention in our voting system. Avoiding to vote does not necessarily indicate a decreased activity. Nevertheless, good analysis
if you don't want to say yes or no there is the neutral option. abstaining has been removed from our voting options years ago.
Allright, if it's established practice, from now on I will vote neutral instead of abstention
Exactly what odan said, vote neutral if you do not care about the topic. Abstaining actually hurts the vote more than anything.
Not voting could also mean an attempt to not reach quorum. If we want to know how active people are we should add abstain again and don't count those votes for the quorum count.
