[Congress] End of term report.

So here we are at the end of the November Congress term for 2018. There has been a lot of continued activity from last month within Congress this month.
But now onto the Congress activity sheet, this will be a general summary if you wish to have a closer look yourself feel free to do so here.
Quick note, the percentages have been adjusted for the forum to not include any blacklisted individuals or Congress members that do not have a forum account.
Participation in votes have been pretty high overall, with the forum votes having 82.7% and in-game votes having 85.3%.
Specifically for the forum there have been numerous debates which have resulted in 14 votes that they have voted on. With the highest turnout reaching 95.2% and the lowest being 76.2%.
In total there were 10 Congress members that reached 100% in their participation. With 1 Congress member being under 25%.
Overall party activity:
ReL: 95.2%
DemNL: 77.2%
VN: 100%
I&W: 97.1%
GPN: 25%
Now onto in-game votes. Obviously there is less info for these since only the individual members know what they have voted on and for/against.
There have been a total of 13 votes in-game, resulting in 95.2% for the highest turnout and 76.2% for the lowest.

You could also use the data from official voting document published in Congress newspapers last week to show the actual YES/NO votes (it would be quite interesting statistic as well 😉 ), but I understand that is not the aim of your article. In which case I would suggest to name the article "Congress Activity Report" (which it is) like last month instead of "End of Term Report".

For starters the one totally inactive has been moved to the bottom in the candidate list and you replace him so go for it. It will be needed!
