First of all read Spring Teodor's article on the subject.

This has certainly been written before, but I will make a new attempt to reach out to the congress members we haven't seen enough from so far.

Being a member of congress will mean you have the power of deciding what will happen with the country, through law proposals, voting and discussion. For this to work properly it is absolutely necessary that all congress members must be active on http://erepublik.no . There are still quite a few congress members we haven't seen there. It doesn't take much to register there, and any participation in discussions, or even just reading (to get the info right when voting) will make the congress considerably more effective. In fact, setting up a law proposal without having discussed the matter for at least 24 hours at erepublik.no first is against the constitution, and these proposals will be voted against.
