In the announcement of my candidacy for Party Presidency, I stated that Policy Referendums would be a major part of my platform. I believe that the members of a political party must be the ones to make the major policy and political decisions.
Due to recent events, I will pledge to hold a referendum on Days 1-3 of my Party Presidency to determine the CPF position on a temporary ceasefire with eSpain. I believe that this is an urgent decision that the Party must take - even if the deal is enacted, this would determine our stance going forward on whether or not it is renewed.
Here is the proposed agreement:
NAP PROPOSAL
1-eSpain will have Newfoundland & Labrador, New Brunswick, Prince Edward Island, and Nova Scotia. eCanada will have the other nine regions.
2- Neither eSpain nor eCanada will fight on the resistance side in any RW on those four regions. eCanada will ask its allies not to fight for the resistance side.
3- All the regions will be back through RWs, no direct attacks. eSpain will coordinate the liberation of this regions through RWs.
4- This NAP is subject to monthly renewals by the CPs of both countries.
I have publicly stated my personal position on the ceasefire (see: http://www.erepublik.com/en/article/-mofa-an-olive-branch-2275234/1/20), but I believe a Party President must abide by the policy decisions that are made by the members of the party.
The question would read as follows:

MY PLATFORM
1) Create a CPF Shadow Cabinet
The role of this Shadow Cabinet would be to serve as a Party Think Tank. The role of the CPF Shadow Cabinet would not be to criticize and respond to the government, but to train and facilitate CPF involvement on important eCanadian issues. It would be a good training ground for Cabinet Positions, and integrate experienced members with new members.
The Shadow Cabinet would represent the CPF on the issues of the day. In addition, they would play a major role in governing the CPF (ie. assisting in the recruitment of new members, CPF CP and Congressional Candidates etc).
This would not serve as an elite governing body to dictate to the membership. In fact, Shadow Cabinet members would be responsible for holding portfolio specific Moose Calls for interested party members and taking their input to determine the course forward.
The Portfolios:
Vice President: Serve as the party’s second in command, aid with recruitment, liaise with other parties and the administration, and assist Shadow Critics.
Foreign Affairs and Defence Critic: Work with the MoFA and MoD, speak out for the party on issues of FA and Def, work with CPF members to develop FA and Def policy, keep the party informed on these issues w/n the game, recruit and train Deputy FA/Def Critics, hold FA/Def Moose Calls for interested members.
Finance Critic: Work with Administration on issues of taxation and spending. Speak out for the party on issues of Finance, work with CPF members to develop Finance policies, keep the party informed on these issues w/n the game, recruit and train Deputy Fin Critics, hold Finance Moose Calls for interested members.
Education Critic: Develop a training program for new members, assist in recruiting new members, create a team to assist them in this position, hold Education Moose Calls for interested members.
Party Spokesperson: Issue communications on behalf of the party, responsible for ensuring Policy Referendum Ballots, CP Primary Ballots, and future censuses are sent to members.
Shadow Cabinet Members without Portfolio: These would be CPF Elder Statesmen and Stateswomen. They would play the role of assisting newer members of the Shadow Cabinet and providing guidance to the party officials.
If I am successful in getting elected as your Party President, I will name a Shadow Cabinet within 3 days. For those who may be interested in getting involved, please send me a message.
2) Establishing Grassroots Selected Policy Positions for the CPF
What does the CPF stand for? Well we have our 7 tenets:
1. Uphold the equality of all active Military Units
2. Make the accounting of government funding more open and important
3. Ensure Canada is a reliable and selfless ally
4. To respect, recognize and uphold the supremacy of the mechanics of the game
5. Develop a positive political sphere
6. Bring in Canadians to eRepublik
7. To encourage growth and stability to the eCanadian economy
These are all important, but what else do we stand for on issues of Foreign Affairs, Defence, Finance, Education etc? We have sought that out in prior censuses, but have not actively engaged the membership on where the party should stand.
I believe that in order to encourage eCanadians to vote for us, we need to give them a reason to. Establishing policy positions is an important element of that. The only way we can establish policy is through a grassroots driven process.
The Shadow Cabinet will help instigate some discussion on this. For example, where does the CPF stand on Asgard? Or where does the CPF stand on negotiations with Spain? Or where does the CPF stand on taxation?
Members will be asked to submit proposals over the period of a week. We will create a referendum ballot and ask all CPF members to submit their ballots over the period of 3 days. For a policy to be enacted as official CPF policy, it will need to receive the support of 60% or higher of the votes cast.
3) Continue the Moose Calls
I will continue the Moose Calls to all Membership. As mentioned previously, we will add Shadow Cabinet specific Moose Calls for members interested in certain portfolios.
4) Cooperating with all eCanadian political parties
If elected as your Party President, I will participate in cross-party dialogue chats with other PPs and their Senior Party officials. I will also maintain a dialogue with the CP and Cabinet.
5) Working towards a Congress and selecting CPF candidates
One of our primary objectives has to be to ensure that eCanada has a Congressional race once again. This is important to ensure proper checks and balances.
As has been done by prior PPs, I will ask all Congressional candidates to submit a survey on their plans. I will select a balanced team of experienced and new players. If we are successful at electing a Congress, we will have a CPF Congress Members Moose Call as well.
I also commit to not putting my name forward for Congress, to ensure fairness in the selection process.
6) Continuing the CPF CP Primary
As has been done by prior PPs, I will continue the process of preferential ballots to the party membership to select the CPF nominee for CP. All CP candidates from all parties who issue a platform will be put on the ballot.

Why does the CPF need an official position? Wouldn't that cause division in your party much as it is likely to be mirrored on a national scale? Wouldn't it better to just say that CPF's position is that its members can decide their opinion for themselves?
I believe it is important to gauge the position of the party membership on this issue.
Fair enough but if the party's divided then it doesn't really serve to come up with an official party position, I'd think.
My policy referendum initiative in my platform specifies a clear majority is needed to create official party policy.
Thats what we do these days, we hold referendums and surveys becuase no one leads anymore. You cant run on a platform of supporting it, you have to win first then sample the masses and join in regardless if its your personal stance
You mean like a democracy? Gross.
Nothing wrong with democracy and populism in party leadership. If elected, my job would be to represent the membership of the party. My job wouldn't be to dictate where the party stands on policy. I've presented proposals and initiatives for how I'd like to move the party forward.
I'll let the CP candidates lead with policy initiatives.

Fair enough, crisfire, though there are varying points of view about what happens once someone is in office and stops listening to the people who elected him or her in.
Not that anyone really gives a rat's ass about what a PP does, as long as they remember to hit the CP candidate button.
