[A4CP] Regarding Budgets and Social Programs

So money, prehaps we should talk about it. Everyone in congress wants their share, it's good for the coutry, it's good for player retention. I agree. Most of our money should be spent on MUs, no arguement to that.
However I do like to see fairness, good reason and and respect to the people paying taxes. Therefore I do question. Somebody should always be questioning. Government is there for a reason and it's to provide checks and balances. Unfortunately I believe today I was called a short fused hot head, mostly likely because I ask the question and can become very more direct when I'm being ignored on some issues.
Now this brings me to a new place, that has certain old aspects with a possibly new twist. First lets combine my concept 'fairness', with Crisfire's (he likes to mention it alot) of 'player retention' brought by MUs. As we have seen by the success of HOPE not everyone is active on forums an irc and there are other groups of players out there. In the old days we had social programs that helped keep new players feed and mentorships and we considered this part of the gov'ts job.
Therefore I would like to introduce a new concept that helps new players to fight and eat by providing food and weapons. Part of the gov't budget can go to helping new players get into the habit of fighting. Now the first shouts I can here is isn't that just another MU? NO, the gov't will only supply low level supplies, low lvl weapons and food in limited numbers, but at the same mentoring towards joining a MU to recieve better supplies. The term I'm thinking that's probably really bad is 'bait and trap'. Start by helping to a limited degree and help move them on to greener pastures. While supplying anything less than tanks I now we are not helping people reach their damage potential but that's not the purpose. It is to introduce New players to MUs where they can reach their damage potential.
So in short, I do support MU funding to it's max potential, but I will question the whys. Second if we are going to fund people to fight let's do something fair. I agree it helps player retention, let's expand on it.

That sounds like a great program for new players! I used to love being a mentor for the MoE and I think eCanada needs to see something like that come back.

How do you plan on doing this exactly, i mean great idea but how exactly are you going to make this happen. This sounds a lot like role play and less like In Game do able and even more so when you consider you are trying to reach new players who will not be active on the forums?

How was NCAP successful? How has any program new been successful? You reach out to get their attention. The only thing that has ever killed or made a new player program die has been either game changes or lack of support. Lack of support as we know comes from the govt deciding it doesn't care anymore.
I like this plan Aeriala. The old MoE Mentorship program helped a lot when I was a "wet behind the ears" n00b. Providing the babies in our society with a bit of a leg up and some direction is never a bad thing.
I like this idea too Aeriala! I am all for providing a way to retain players.

Sounds like a good idea...if you can not get congress to agree you may get farther working the MUs to implement it...Your sounding pretty common sense, would you push to lower our VAT Tax, and raise the import tax to a more reasonable level? And are you ready to get impeached? Cause no matter how good you are there are people out there who want to get every CP impeached even if they don't deserve to get impeached...
I'm trying to figure out if OLloyd was intentionally being incredibly clever with that last sentence or if he just said that without understanding the irony behind that and Aeriala...
I believe that the Americans are running a "boot camp" type program that gets noobs up to a certain level and then "graduates" them to a MU or one of the official military units. This might be something to look into.
Player retention is everything
Government should provide the funding to MU's who are in biznaz alot longer than any CP or thier monthly programs. If history is any lesson it is that after an administration is done so to are thier programs.
Instead of wasting money/time on a program that would have a lifespan of a month if you win, perhaps investing more funding into the MU's that currently receive far less that the CAF or TCO would be better, plus I thought HOPE was supposed to be the bridge to the other MU's.
Or as Commander in Chief you can order the CAF, the nations national army to do it. The infastructure is there and after your term is over im guessing the CAF will still be there.

Agreed @ Donna Rush, I'm not sure how much of that is going on but learning from what other eNations are doing is not a terrible idea. I would like some program that transitions newer players into MUs I think this might be a good first step.
just one question really, wouldnt this mean taking money away from the MUs? like CAF/TCO/HOPE/COI.
Having the government run front line assistance programs is only going to devolve into a patronage machine akin to Citizen B's DAL Member Farm (aka MoIndustries).
I like the direction we have headed into now.
This is a military game, the economy module has been neutered, government spending should be prioritized around optimizing military performance. We have developed balanced funding formula for MU's that achieves this and this formula motivates MU's to attract and retain citizens. Keep the government out of the delivery of that service, it only serves to cloud the issue.

I agree with Crisfire and Addy's comments. eCan's MU's already cater for new players and have plenty of active and experienced players who are happy to help guide and advise.
We already fund the two major MU's fairly well so how about rewarding those smaller MU's who have proven their loyalty, efficiency and reliability. A player who finds they aren't happy in the MU they join first up is more likely to stay interested in the game and remain in eCan if they have viable alternatives.
