Who Was the Best President and Why?

Throughout American history there has been an assortment of competent, and not so competent presidents. I’m appealing to you, the people, in order to find out whom you think was the best president of all time, and why.
Only name presidents that occurred before the year 2000, because otherwise the long term affects won’t be accounted for when looking at current presidents. As an added bonus, we would also love it if you told us whom you think was the worst president ever and why, once again only those before the year 2000!
