Philippines, Are we in Debt?

Not a long long time ago, as Juan dela Cruz did a mindless walk on a shore in a one sunny day (Day 4,814) of ePhilippines around 22:50 ePhp Time he received a notification. He was curious or rather just annoyed with the sound or perhaps vibration, but whatever, he reached out for his phone inside his pocket and read something that seems usual, or is it?

The notification writes ... "Philippines made a donation to Philippine Army". Well that's quiet natural since the country is always at war he thinks, but somehow, clicked the notification and just wanna see this "Philippine Army" as he never noticed a Military Unit named as such. To his surprise, Philippine Army is not an Army, not even an Organization... it is a citizen, a citizen without any details showed but Location, Juan is not even sure if this citizen is an in-game Filipino citizen.

Juan started wondering when did this donation started... he dig deeper, deep but easy.. and saw the very first "Donation" proposal

"Wow, this donation tradition started since Day 420", Juan said to himself. The donation was somehow strongly rejected with the score of 13-24. Juan tried to look up who must have been the receiver if the donation was approved.. and he saw "Central Bank of Philippines", another citizen located at Iran, daed and banned permanently.

For Juan the situation is as clear as the sky but a cloudy sky. And derived more and more, lots and lots of questions.

-Why our eCountry is being hard of itself and sending money to unknown entities potentially crippling our own economy?

- Are the citizens aware of this? Or do they really care?

-Are these citizens, true filipino citizens?

And, Lastly...

-ARE WE IN DEBT?

The recipient of todays' donation is currently holding PHP 5,020,345.90
a big sum of money that should be enabling our economy, our real army...

EDIT (Day 4815, 1420 HRS):

After an informative input of a kabayan (Boy Pick Up) and investigation made by Juan it turns out that the accounts tagged with "citizen" are Organization Accounts, which Juan dela Cruz didn't know how do these accounts work.

The questions posted by Juan were answered, and he is now in clear cloudless sky in terms of "Donation". And gladly, NO, we're not in debt (this is, by the way, a metaphoric statement). Never will be.
