In a lot of countries, the congressists make an council of 5 people: 2 congressists and 3 civilians, one of the congessists President of Council.

Why not to do it here? 5 people are choosen(CP) and the 5 elect one of them for president.
What thoose people will do? The first council, I think, it´s Justice and Immigration National Council, or JuINC, that will discuss accept new citizens, take care of corruption and crimes for country.
