Voted. The winner is most likely to be the ground battles because that's what creates the most resources in the game.
The loser can only be the media module, because of two reasons:
1. It's poorly developed;
2. Very few actually care about doing proper journalism.
I agree with you that media module is just an auxiliary one. Maybe it would be interesting to be a self sustainable one

Ground Battle winner = but this is wrong option as separate module. The right option is WAR. You don't play ground battles - you play and win wars. Battles are parts of war.
Guerilla loser = Plain stupid implementation...
I voted for the economy module. It is difficult to improve because it is easy for all the players to have companies where they hire other players (for example a beginner can have a few Q1 house factories), but a player can only work a few times per day and most only work one time.
Basically, a sound economical module needs lots of newcomers that work but do not hire other players. Unfortunately this is not the trend in the game at the moment.
But a new player couldn't have q7 factories. At least not so easily
You mean that only q7 factories can generate profit? Ok, but the problem remains: an experienced player can easily acquire 10+ q7 factories where he needs 100+ employees. One single player hiring other 100+ players. It is difficult to keep the equilibrium when there are not many new players....
I have no idea how to solve this problem. Maybe some sort of legal clones, to compensate for the lack of workforce.

I think every modules(here not have guerrilla) were good before 6 years ago, but every modules are so terrible now. In particular, Plato have nothing to do, they just cares players' will bought packs.
So I didn't choose one.
