To actually qualify you need to do some air battle, according to the weekly boards you didn't, that's whu you won't appear on the list.

You're right that it might not be his money, if he's collecting some of it.

That said, nowhere in the article does it say that this is government funded but it does say "This is a private investment." If public money is going towards this program, how much is it exactly?
