[MoF] New Housing Program - Introduction

Greetings, citizens of Netherlands,
we continue to support the housing program called Everyone a House! The eNetherlands will offer every eligible citizen an opportunity to receive a discount on Quality 1 or 2 House once a week!
This month, there will be a huge change incoming for the program, designed by Fmcv, who has been managing similar program in Portugal. First of all, you will no longer receive one free house per month, but instead, you will have a chance to get discount on requested housing each week. This more fulfills the spirit of the program to allow citizens using their housing all the time!
How will the math work? This might seem a bit complicated, but do not worry - we will have an easy example below with actual numbers.
Each week, Government will purchase houses for market price, and posts an offer from EZ org to NL housing market. There will be offered discount (the size of the discount will vary based on the budget, currently we use 10% discount for Q2 houses, and 20% discount for Q1 houses) to anyone fulfilling the criteria written below. If you buy (and screenshot) a house from the EZ org offer, and you fill a short form correctly, the government will send you your discount after receiving the data.
Example: Price of Q1 house on the market is 6 000 cc. EZ org will post an offer on NL market for 7 000 cc per house and offers 20% discount (20% of 6 000 cc = 1 200 cc). If you buy the house from EZ org and fill the form, MoF will send you back 1 000 cc (a difference between market and EZ price) + 1 200 cc (discount) = 2 200 cc total. Therefore, the final price of your bought house will only be 4 800 cc.
Below are written the official rules of new program in bullet points, as will be posted every single week:
In order to be eligible for a discount, you need to satisfy basic few criterias. Remember, you can apply for both houses, if you fulfill all criteria!
Q1 house
1. You have been using the Q1 Housing on your own.
2. You gain on average 75XP per day (usually judged based on last week).
Q2 house
1. You have been using the Q2 Housing on your own.
2. You gain on average 250 XP per day (usually judged based on last week).
Cases of IK users will be judged separately!
If you fulfill the necessary requirements (you can check so on this page: https://erepublik.tools/en/society/citizen), you can proceed with application for the discount.
1. The Government will post offers with Q1 and Q2 houses on our market weekly from EZ org.
2. You purchase the house(s) you want from EZ offer, and make a screenshot of each of your purchase (= 2 screenshots, if you buy both Q1 and Q2 house), similar to the following picture

Please use this time to test the form itself, or ask for further details regarding making screenshots, etc. We plan to start the first week of the new program (prbably on Wednesday, so you have atleast 24 hours to read the rules and test things)!

waarbij ook nog eens keuze vrijheid van welke koper en wanneer weggenomen wordt...
We maken het de aanvrager en mof moeilijker want die moeten langs screenshots en (een erg slechte) form.
terwijl de mof nu enkel hoeven te kijken of er genoeg xp en of er een geactiveerd huis is op de residentie.
I have to agree with you. Seems to me its more of a cost saving measure on the part of the government in that (using the example of the 6000cc house) the subsidy is now 2200cc instead of the previous 6000cc.
Including Q2 subsidy as opposed to just Q1 is never a cost saving measure (the latter being self-sufficient meaning that subsidy is always a win to start with unlike Q2). Most of the previous applicants for the Q1 House are easily eligible for Q2 too (anyone remotely active is) which is significantly more subsidy for said person in total.
Regardless of the amount of reward and so on, I think the more focused approach (every week unlike one month) is the way to go to promote full house usage, instead of just turning on a house every once in a while.

Example per month (rough market prices)
80% of Q1 = +- 4880
40% of Q2 = +- 5035
9123 cc (or depending on your stats, the mentioned 2200cc a week)
Which is significantly more than the previous program which gave one Q1 house a month (+- 6100 cc). It targets more efficiently to use houses at all times and to use their benefit - which is the goal - and rewards anyone remotely active unlike the previous rendition.
2200 enkel en alleen omdat je verplicht bent om hem van de mof te kopen. in het voorbeeld is het alsnog slechts 1200 korting per week 4800 per maand voor q1. en voor het overgrote deel van de bevolking is q1 wat ze in aanmerking voor zouden komen.
q2 is enkel voor een klein percentage van de bevolking.
The cited 40% + 80% is based on the normal price of these houses, regardless of whatever MoF scheme of placing houses on the market for a higher price. My calculation is still right and shows the potential of 50% (!) more rewards opposed to the old system.
The Ministry of Finance has chosen to reward people based on their activity, which I don't think is strange at all and something we should strive for, and stimulate. It would look strange too if everyone in Green Beret or Flying Dutchman would receive the same amount, regardless of their damage/kills. Of last month applicants (14) almost all are above or around (with a little push) 250XP as well.
This entire ''it doesn't serve the majority of people'' is frankly a myth, because 250XP is not even - that - much. That's one level every 20 days, which is nothing ambitious. And for those that for one reason or another do not manage, there is still the Q1 discount with lowered XP requirements and - provided one is not that active and does not fight that much - is actually almost akin to a gift considering the self-sufficiency of a Q1 House.
From 100% a month to a 80% a month in the Q1 houses + 40% of a Q2 house.
SS's are a easy way to confirm stuff with out needing to go to see person to person if they have the house or not and extremely easy to do.

Honestly I really don't care one way or another but I doubt I will be using this.
I am willing to write ticket to admins, asking them, why we cannot donate houses to people, like you can with food and weapons. It would save us all the trouble frankly.
I myself have been opposing forms (being a single voice in the government), however I believe the presented system still remains easy enough, in terms of application.
No state houses on the market
The program has not started yet, we only publish rules in advance, so people do not complain about lack of information.

1. Every week you can buy a Q1 and/or a Q2 house from the MoF org.
2. You fill the form with nick link and prints of the house you bougth,you can use the Snipping tool of windows + imgur (but that's alot of work for me) or you can use ligthshot program https://prnt.sc/ where you can get a link of a SS in seconds after taking it (I instaled it because of erep 9 or 8 years ago and I now use it as a working/school tool)

So we came from a 100% Q1 to a 80%Q1 + 40%Q2
Just want to add, that the discount size is flexible - if we will manage to get bigger portion of the budget, or there will be less players applying, due to the new conditions (which I understand, especially since this is kind of a "new" approach, which has not been used for quite some time), the discounts might get better at times. Do not expect to lower them below 20% (or 10% respectively), because otherwise the sponsorship would be too small. (Unless price of houses suddenly multiplies, or we lose big portion of our income, of course).
On a positive note - the conditions for obtaining Q1 house sponsorship have been lowered from 150 XP to half (we have taken feedback from the last month on this), while still allowing for Q2 housing to be supported, which we want to offer to fully active players, currently defined by 250 XP (also subject to possible change in the future, unlike the 75 XP, which I would like to remain constant), so they have more energy available. We could not do so for few months, due to the bigger focus on improving military programs, which were also lagging behind - but now, with more communes appearing or being planned to be built, we can shift more funds back on MoF programs. So I hope that helps, even despite the aversion of some to the form 🙂 .
1. elke week kun je een q1 en/of q2 huis kopen waar je wil.
2. je geeft aan wat je wil in het artikel. de mof controleert je xp (wat die toch al moet doen) en kijkt of je de huizen actief hebt. (wat die toch al moet doen).
3 je krijgt betaald.
dus mensen hoeven niks extra te doen en de mof hoeft ook niks extra te doen.
dus subsidie voor een huis krijgen is nog mogelijk?
