#2 It provides some.. key points, I guess. Anything related to do with monetary policies would be hard to put in law and it is nice to have some flexibility here. But matters like having an ''Emergency Fund'' (which I don't see much purpose in, but alas) can find a place in law.

#1 I think the current form of this is fine. It allows a broad exception to normal 24h votes/debates which is essential to the game we're playing. It may be a convulsed mess, but yeah.

Personally I'd ad😛

- Existence of 'special titles' like Honorary Citizens and Expats. Not used these days at all, only exist because attempts to change Constitution get blocked every time by a minority. With changes like Holding Company / no usage of Forum, no sense in having foreign cs have... what special privileges?

- Immigration as confusing ''Protocol'' and not ordinary Law.

#4: English is the only language for which the contents actually matter. The Dutch translation was maintained on the forum, but I guess it is absent from the (English-language-oriented) wiki. If any Dutch-only citizen really wants a translation, I guess this law enables him/her to force the CoC to make sure somebody makes a translation to Dutch. On one hand pointless (the English version is the only legally binding version), on the other hand useful if we want to enable a very small Dutch-only minority to enter politics. But ironically, they'd have to understand English if they want to get this translation...
I'm not sure if we should make the translation (so they don't have to ask), or if we should abandon this section. Maybe it's a good topic for a debate? But given that the wiki and the game are not really available in Dutch, I think it might be time to remove Dutch from our lawbook and make English our only official language.

#3: Currently a referendum is very similar to a Congress vote. But given the legal weight, a referendum can be a way to speed up certain changes in the lawbook, mainly concerning the constitution. Also, it could become more relevant again if our population grows.

#2: Some things are necessary, but as the expert maybe you can advise Congress on what should be removed (because it would be unworkable if done in practice?)

If we change taxes (or something like that) based upon a congress debate in an article, then yes, it is possible. And if it is not possible, this law already clearly says you can forget about the link... So not entirely useless.

Regarding #5: I guess the laws you mention really are unneeded. The dictatorship was a useful way to counter PTOs. But we wanted to continue our democracy within a dictatorship, hence these sections in the lawbook.
Then the admins introduced a huge financial punishment, and indeed (a democratic) dictatorship is not a viable option for eNL anymore.

If I recall correct I read about it when I started the game. Although it was from before I actually even started I guess. Was about the reform of our lawbook wasn't it?

And as back then a lot of articles were in Dutch, even without an English translation the acronym will likely be Dutch words. I was doubting it should contain Commissie or Constitutie, but as committee is put behind CRAP already it's likely constitutie also because it explains more what it's about.
It's about changing so Aanpassing will be a part just like Programma. I'm still puzzled about the R though. If it were English I'd say Rewriting which could fit as-well: Constinution Rewriting and Alternation Programm. However, I firmly believe it was Dutch... After typing the English variant it alternative for Aanpassing pops to mind and although it's normally not used in that context Rewriting could be translated to Renovation si it could therefore well be Constitutie Renovatie en Alternatie Programma. But I have to admit it looks a bit forced...
