Comptroller General Act
This Act represents a committed effort by Canada to regulate how funds are distributed, particularly for Combat Orders issued by the Canadian Civil Defense, by the Canadian Government. It outlines how to carry out government transactions on behalf of Congress and the Executive.
Recognizing that Canada requires a consistent, transparent system of bookkeeping, and further recognizing that changing systems monthly based solely on Presidential whim increases the margin for financial error or theft, this Act proposes the following:
1. In the event a new Comptroller is needed the sitting Speaker or his designate will publish an advertisement article stating the need for a new Comptroller in game giving detailed directions on how and where to apply and post a Comptroller application thread in the Government>Congress>Public Gallery section of the forums which shall remain open for at least 72 hours. A Comptroller will be selected by Congress with a 50% + 1 vote.
2. Once approved, the Comptroller will serve a life time term until he/she resigns, is absent and/or is delinquent in duties or a motion is made in Congress to end a Comptrollers term with 65% no confidence vote.
3. The Comptroller will have sole access to the Government’s primary Organization, and receive donations to that Organization to be redistributed as directed by the Executive’s Budget.
4. The Comptroller will keep a public record (e.g., a GDoC) of all transactions entering and exiting the Organization, with explanations as deemed appropriate by Congress.
5. Should the Comptroller commit any theft, they may be removed from their position immediately.
6. While the Comptroller is not barred from holding political office, they may not be the Country President.
Congress Member Criswater has proposed a change to the current Comptroller Act. The changes are subtle, but are meant to conform more or less to what we are doing now. In point 2, absent is a vague term, but as Canadians know, this is a volunteer community, and an exact definition would not be used. Keep it simple, so I believe absent is fine for us to interpret as a whole.
The public records is certainly nice to have, it should be a joint effort of the Comptroller, and MoF though in my opinion, as they should be working closely.
The hard part about enforcing point 3, is that the CP will have the passwords to all Orgs, and/or can request them from the admins. Good in theory, but the point is not exactly bullet proof, none the less, we should adhere to the principles of it.
Bryan Alexander has been the Comptroller for a few decades now, and I believe that Crisfire has noted that Bryan agrees to continue holding the position. Just wanting to confirm this, since I am not talking to Bryan right now after last weekend!
Lastly is the stipulation that the Comptroller can’t be CP at the same time. I don’t like this for personal reasons, as I would be willing to take the position of Comptroller down the road, and I will run for CP again. My thoughts are that the Comptroller is someone who holds the position for some time, and is quite trusted by the community, so if that person were to be elected CP, that trust doesn’t leave, and as I pointed out, the CP already can control the Orgs. I know the rule is to try and add a layer of security, but I don’t know if it is just for show

And we (and by "we" I mean "mostly you hippies in CPF") elected Brucie. Admittedly, he did not steal anything when he had his meltdown, but if he had also been Comptroller, who knows?
I for one would feel safer having an extra layer of financial security in case you mooses run another clusterf*k candidate like that who thinks it would be a good idea to give all our money to Cuba or something because he has a "bad acid trip" while in office.

I see our Comptroller as either Bryan or myself, and I don't want us to hinder our chance of becoming epic CPs because of it. Though I don't think Bryan has any desire to be king
Well, when you want to be CP, he can be Comptroller. The two of you can take turns as Comptroller for all I care, so long as you are doing one thing at a time. If you're angling to be both at once, it makes me question your motives for doing so.

A looooooong time ago, I created a hand off procedure as CP for transitioning passwords from CP to CP and removing passwords from all Ministers and Comptrollers for that hand off. It was created to prevent the ambiguity that can transpire when gold or funds go missing, and places the responsibility solely at the feet of the CP. I thought it had been passed into law. Maybe it has been forgotten or simply lost when the new forum was made?
As for one person being both Comptroller and CP? That's some dangerous bricks to lay.

To confirm, I am fine with continuing as Comptroller, and am willing to put it up for a vote if necessary given that we are going to be going forward with changes to the previous Act under which I was elected.
As far as the point of no CP/Comptroller simultaneously, I am actually for it. I feel that given that the CP doesn't have sole discretion with treasury funds on a game mechanics level, they also should not have sole reign over it on an account level.
One key component of just about any CP run has been transparency. If the security guard watching the vault is the only guy who knows the code, its going to be pretty tough to trust the security guard.
Of course, in eRep the CP can reset the password and just run off with the cash, but lets not just go ahead and hand it to him first.

When the Comptroller Act first was passed into law, we all knew the CP had the ability to reset passwords.
The main point was to be able to clearly see, should money go missing, who took it. That's all this does. When the CP was allowed to have access, with one or more of his cabinet, finger pointing by each other made it difficult, if not impossible, to really know who took it.
With this Act, it was acknowledged that the CP could still take the money - but only by a reset of passwords, which meant that the CP was responsible (only the CP can ask the admins for a reset). Any other theft would be laid at the foot of the Comptroller - either because he took it, or shared the password with someone who did.
In addition, Congress members as a whole, generally know who the more trustworthy members of our (small, but active) community are - and they elect the Comptroller. The wider eCanadian community, who elect our CP's, are less aware of who are more trustworthy individuals are - and let's face it, when was the last time that trust and integrity played any sort of role [/] in a CP electoral race?
This Comptroller Act has, and will continue, to serve us well.
