How to waste the time of Congress members

Apparently we have a couple of congress members who find it amusing to make congress proposals that are merely rubbish. Proposing new taxes implies making changes to the existing taxes. Proposing the exact tax levels already in place is simply stupid.
EDIT:
It seems there is some consensus in the congress allowing members throw in void proposals for the sake of collecting experience points (read comments below).
The stupidity shifts from the actual proposals and over to the game mechanics.
Still, you may argue what is the point of being in congress if all you care about is xp points and whatever gold found in the treasure maps. Before I get flamed; Yes, I'd rather have gold diggers with loyalty to Norway/EDEN, than PTOers with some other agenda.

It's always been a few rogue congress members, but the end of last term and beginning of this one has been ridiculous. We just have to accept it, Tommy. For some, congress is just a free ride to gold and experience points. Hopefully, there are enough proposals left for serious stuff once these few are finished playing with their new toys.
My god - don't tell annyone about those eksperiencepoints! We would see hundreds of these kind of "proposals" this period 😉

Or you could, you know, actually vote in councillors who are going to take things seriously
I have no problem with these proposals. there's no way that every single congress member will actually put all their proposals to good use in a single period, so why let them go to waste? might as well propose something silly. I like getting the experience points.
