Do MUs count as a military cause? If they do then there's really not that much left.
I always say that one day I'll get serious about building a commune program for the country and not specifically tied to MUs or parties? Would that work for you?
Otherwise we could build a fund to help people get their training ground upgrades, like what Dill recently offered (though I'm not sure there's really much point to upgrades anymore, to be honest).
Or maybe help some guys build some food creation capacity so all they have to worry about is weapons (or not, if they're fighting more in the air, which might make more sense for some people).
That's about all I can think of given your parameters and the limited things to actually do with money in this game.
I keep hoping that new players would like some help, but it seems the answer is no. Oh, people will take free stuff, just don't offer to help them learn about the game. :/

You may give it to people as a scholarship! Even though this is the virtual world, but do it like a real world. For example; right now in the real world I try to get a scholarship to continue my education, and there are lots of scholarship. However, amazingly I do not eligible to them. I lose my chance to apply just because I do not eligible to just one of the regulations.
I lost my chance to study my PhD in Us in 2016 and 2017 just because of the money problem. Right now I am going to lose my chance to study in the Netherlands again because of regulation and eligibility to apply.
Thus, you may give scholarship to people but with reasonable regulation!?

I'm with Dill but I'd up the ante to q1&q2 houses, q5 food, and q7 weapons bank. It'd be great if we all had factories but that's not reasonable for folks who can't invest for whatever reason. But, companies cost tons of gold and erep has kinda stopped doing the company discounts, so, really it's down to buying mass quantities from someone and distribution through a food , house, and weapon bank. If you want to have a serious talk about distribution and administration of weapon, house, and food banks, I will be happy to talk when I get back from vacation. I'd think 100-200k q7 weps and q5 food and maybe a couple thousand q1 or q2 houses would be a great start! Feel free to pm me and we can talk next week.
